The universal, indivisible character of security can be expressed as the basic principle that "security for one is security for all". As Franklin D Roosevelt said at the onset of the Second World War: "When peace has been broken anywhere, the peace of all countries is in danger."


These words remain relevant today. Only two decades ago the world was ideologically and economically divided and it was the huge strategic potential of two superpowers that ensured global security. This global stand off pushed the sharpest economic and social problems to the margins of the world's agenda. And, just like any war, the cold war left behind live ammunition, figuratively speaking. It left ideological stereotypes, double standards and other remnants of cold war thinking.

What then is a unipolar world? However one might embellish this term, at the end of the day it describes a scenario in which there is one centre of authority, one centre of force, one centre of decision-making. It is a world in which there is one master. And this is pernicious, not only for all those within this system, but also for the sovereign itself because it destroys itself from within. And this, certainly, has nothing in common with democracy. Because democracy is the power of the majority in the light of the interests and opinions of the minority.


We, Russia, are constantly being taught about democracy. But for some reason those who teach us do not want to learn themselves. I believe that unipolarity is not only unacceptable but also impossible in today's world. The model itself is flawed: at its root it provides no moral foundations for modern civilisation. But witnessed in today's world is a tendency to introduce precisely this concept into international affairs, the concept of a unipolar world. And with what results?


Unilateral, frequently illegitimate actions, far from resolving any problems, have caused new human tragedies and created new centres of tension. Judge for yourselves: wars as well as local and regional conflicts have not diminished. And even more are dying than before. Many more.


Today we are witnessing an almost unrestrained hyper-use of force - military force - in international relations, a force that is plunging the world into an abyss of permanent conflicts. As a result we do not have sufficient strength to find a comprehensive solution to any one of these conflicts. Finding a political settlement also becomes impossible. We are seeing a greater and greater disdain for the basic principles of international law. One country, the United States, has overstepped its national borders in every way. This is visible in the economic, political, cultural and educational policies it imposes on other nations.


This force's dominance inevitably encourages a number of countries to acquire weapons of mass destruction. Moreover, threats such as terrorism have now taken on a global character. I am convinced that we have reached that decisive moment when we must seriously think about the architecture of global security. And we must proceed by searching for a reasonable balance between the interests of all participants in the international dialogue. Especially since the international landscape is so varied and is changing so quickly.


The need for principles such as openness, transparency and predictability in politics is uncontested and the use of force should be a truly exceptional measure, comparable to using the death penalty in the judicial systems of certain states.

However, today we are witnessing the opposite tendency, namely a situation in which countries that forbid the death penalty even for murderers and other dangerous criminals are airily participating in military operations that are difficult to consider legitimate.

And yet the fact is that these conflicts are killing people - civilians - in their hundreds and thousands.


At the same time we face the question of whether we should remain unmoved by various internal conflicts, authoritarian regimes, tyrants, and the proliferation of weapons of mass destruction. Can we be indifferent observers? Of course not. But I am convinced that the only mechanism that can make decisions about using military force as a last resort is the charter of the United Nations. The use of force can only be considered legitimate if the decision is sanctioned by the UN.



The Struggle Against Poverty Directly Affects Global Security

On the one hand, financial resources are allocated for programmes to help the world's poorest countries - sometimes substantial financial resources (which tend to be linked with the development of that same donor country's companies). And, on the other hand, developed countries simultaneously retain their agricultural subsidies while limiting some countries' access to hi-tech products.


Let’s be blunt - one hand distributes charitable help and the other hand not only preserves economic backwardness, but also reaps the profits thereof. The increasing social tension in depressed regions inevitably results in the growth of radicalism, extremism, feeds terrorism and local conflicts. And if all this happens in, say, a region such as the Middle East, where there is increasingly the sense that the world at large is unfair, then there is the risk of global destabilisation.


It is obvious that the world's leading countries should see this threat. And that they should therefore build a more democratic, fairer system of global economic relations, a system that would give everyone the chance and the possibility to develop.


Russia is a country with a history that spans more than a thousand years and has practically always exercised its prerogative to carry out an independent foreign policy. We are not going to change this tradition today. At the same time, we are well aware of how the world has changed and we have a realistic sense of our own opportunities and potential. And of course we would like to interact with responsible and independent partners with whom we could work together in constructing a fair and democratic world order that would ensure security and prosperity not only for a select few, but for all.

More Proof Of Time Travel

What are you doing when you aren't doing anything at all?


If you said "nothing," then you have just passed a test in logic.


But you have simultaneously flunked a test in neuroscience. When people perform mental tasks - adding numbers, comparing shapes, identifying faces - different areas of their brains become active, and brain scans show these active areas as brightly coloured squares on an otherwise dull gray background.


Researchers have recently discovered, however, that when these areas of our brains light up, other areas go dark. This dark network (which comprises regions in the frontal, parietal and medial temporal lobes) is off when we seem to be on, and on when we seem to be off. If you climbed into an MRI machine and lay there quietly, waiting for instructions from a technician, the dark network would be as active as a beehive. But the moment your instructions arrived and your task began, the bees would freeze and the network would fall silent. When we appear to be doing nothing, we are clearly doing something. But what?


The answer, it seems, is time travel.


The human body moves forward in time at the rate of one second per second whether we like it or not. But the human mind can move through time in any direction and at any speed it chooses. Our ability to close our eyes and imagine the pleasures of Valentine’s Day or remember the excesses of New Year's Eve is a fairly recent evolutionary development, and our talent for doing this is unparalleled in the animal kingdom.


We are a race of time travellers, unfettered by chronology and capable of visiting the future or revisiting the past whenever we wish. If our neural time machines are damaged by illness, age or accident, we may become trapped in the present. Alzheimer's disease, for instance, specifically attacks the dark network, stranding many of its victims in an endless now, unable to remember their yesterdays or envision their tomorrows.

Microbe Found In California Mine

Could Be Smallest Life Form Yet

The smallest form of life known to science just got smaller.


Four million of a newly discovered microbe could fit into the period at the end of this sentence.


Scientists found the microbes living in a remarkably inhospitable environment -- drainage water, as caustic as battery acid. The microbes, members of an ancient family of organisms known as Archaea, formed a pink scum on green pools of hot mine water laden with toxic metals, including arsenic.


"It was amazing," said Jillian F. Banfield of the University of California, Berkeley, a member of the discovery team. "These were totally new." In their paper, the scientists call the microbes "smaller than any other known cellular life form."


Scientists say the discovery could bear on estimates of the pervasiveness of exotic microbial life, which some experts suspect forms a hidden biosphere extending down miles whose total mass may exceed that of all surface life.


It also may influence the search for microscopic life forms elsewhere in the solar system, a discovery that would prove that life in the universe is not unique to Earth but an inherent property of matter.

Does Appearing Unattainable Really Enhance Attractiveness?

On a superficial level, yes of course, because we always want the immaculate fantasy rather than the messy reality, hence we're drawn to what we think we can't have.


But on the deeper level where it counts for any liaison to bear true fruit, it's not making yourself look unattainable that counts but rather about making yourself actually be, and hence appear, contained within yourself.


In other words, it's about developing an aura as if you and yourself are having such a party together that other people want to join in the fun. So you look and feel as if you don't need someone else to complete you. That way other people are drawn to you without feeling as if they're taking on a liability.


It's containment rather than unattainment that you should aim for.

The N.Y. Times reported on January 31 about the most recent attempt by the American Jewish Community to conflate intense criticism of Israel with anti-Semitism. In a neat little example of slippery slope, the report on "Progressive Jewish Thought and the New Anti-Semitism" written by Alvin H. Rosenfeld moves from exposing the actual anti-Semitism of those who deny Israel's right to exist to those who powerfully and consistently attack Israel's policies toward Palestinians, see Israel as racist the way it treats Israeli-Arabs (or even Sephardic Jews), or who analogise Israel's policies to those of apartheid as instituted by South Africa.


The Anti-Defamation League sponsored a conference on this same topic in San Francisco on Jan.28, conspicuously failing to invite Tikkun, Jewish Voices for Peace and Brit Tzedeck ve Shalom, the three major Jewish voices critiquing Israeli policy yet also strong supporters of Israel's security.


Meanwhile, the media has been abuzz with stories of Jews denouncing former President Jimmy Carter for his book Palestine: Peace or Apartheid. The same charges of anti-Semitism that have consistently been launched against anyone who criticises Israeli policy is now being launched against the one American leader who managed to create a lasting (albeit cold) peace between Israel and a major Arab state (Egypt). Instead of seriously engaging with the issues raised (e.g. to what extent are Israel's current policies similar to those of apartheid and to what extent are they not?) the Jewish establishment and media responds by attacking the people who raise these or any other critiques - shifting the discourse to the legitimacy of the messenger and thus avoiding the substance of the criticisms.


Knowing this, many people become fearful that they too will be labelled "anti-Semitic" if they question the wisdom of Israeli policies or if they seek to organise politically to challenge those policies.


Yet there is nothing "new" about this or about this alleged anti-Semitism that these mainstream Jewish voices seek to reveal. From the moment I started Tikkun Magazine twenty years ago as "the liberal alternative to Commentary and the voices of Jewish conservatism and spiritual deadness in the organized Jewish community" our magazine has been attacked in much of the organised Jewish community as "self-hating Jews" (though our editorial advisory board contains some of the most creative Jewish theologians, rabbis, Israeli peace activist and committed fighters for social justice). The reason? We believe that Israeli policy toward Palestinians, manifested most dramatically in the Occupation of the West Bank for what will soon be forty years and in the refusal of Israel to take any moral responsibility for its part in the creation of the Arab refugee problem, is immoral, irrational, self-destructive, a violation of the highest values of the Jewish people, and a serious impediment to world peace.


What the Jewish establishment organisations have done is to make invisible the strong roots in Judaism for a different kind of policy. The most frequently repeated injunctions in the Torah are variations of the following command: "Do not oppress the stranger (the 'other'). Remember that you were strangers in the land of Egypt." Instead, the Jewish establishment has turned Judaism into a cheer-leading religion for a particular national state that has a lot of Jews, but has seriously lost site of the Jewish values which early Zionists hoped would find realisation there.


The impact of the silencing of debate about Israeli policy on Jewish life has been devastating. We at Tikkun are constantly encountering young Jews who say that they can no longer identify with their Jewishness, because they have been told that their own intuitive revulsion at watching the Israeli settlers with IDF support violate the human rights of Palestinian civilians in the West Bank or their own questioning of Israel's right to occupy the West Bank are proof that they are "self-hating Jews." The Jewish world is driving away its own young.


But the most destructive impact of this new Jewish Political Correctness is on American foreign policy debates. We at Tikkun have been involved in trying to create a liberal alternative to AIPAC and the other Israel-can-do-no-wrong voices in American politics. When we talk to Congressional representatives who are liberal or even extremely progressive on every other issue, they tell us privately that they are afraid to speak out about the way Israeli policies are destructive to the best interests of the United States or the best interests of world peace - lest they too be labelled anti-Semitic and anti-Israel. 'If it can happen to Jimmy Carter,' some of them told me recently, 'a man with impeccable moral credentials, then no one is really politically safe.'


When this bubble of repression of dialogue explodes into open resentment at the way Jewish Political Correctness has been imposed, it may really yield a "new" anti-Semitism. To prevent that, the voices of dissent on Israeli policy must be given the same national exposure in the media and American politics that the voices of the Jewish establishment have been given.

Failed States: The US and Israel

Iran, a nation with a 5,000 year history, is certainly not a failed state. The main failed states in the Middle East are those that are US puppets. They represent American hegemony, not the interests of their people.

Growing references by the US and Israel to the Muslim Middle East as a collection of failed states are part of the propaganda campaign to strip legitimacy from Muslim states and set them up for attack. These accusations spring from the hubris of many Israelis, who perceive “God’s Chosen People” as a guarantee of immunity instead of a call to responsibility, and many Americans, who regard their country as “a city upon a hill” that is “the light of the world.” But do the US and Israel fit the profile of successful states, or are they failed states themselves?


A compelling case can be made that they are. Israel, allegedly a democracy, is controlled by a minority of Zionist zealots who commit atrocities against Palestinians in order to provoke terrorist acts that are then used to perpetuate the right-wing’s hold on political power. Israel has perfected blowback as a tool of political control. The Israeli state relies entirely on coercion and has no diplomacy. It stands isolated in the world except for the US, which sustains Israel’s existence with money, military weapons, and the US veto in the United Nations.

Articles in today's world papers concerning climate change in response to the Intergovernmental Panel on Climate Change point out trends predicted in earlier studies as far back as the International Symposium on "Man's Role in Changing the Face of the Earth."


The papers of this Symposium were published in 1956 under the editorship of William L. Thomas, Jr. and Carol O. Sauer, Marston Bates and Lewis Mumford. The leading scientists of the immediate postwar period focused their attention on how to deal with the effects of man's exploitation of the environment and how to avoid severe climate change that seemed on the horizon.


But their recommendations and conclusions were ridiculed by the right-wing press at the time, as irresponsible and communistic. Forty years of propagandistic obfuscation by a variety of "conservative" business voices, including the American national offices of the Chambers of Commerce, have followed their dire predictions.


If their advice had been taken seriously 40 years ago, we might have been able to delay or reverse the trends that now seem increasingly inexorable.


Perhaps the most poignant question proposed by the 1955 conference was: How rapidly can man restore changes he has caused in the earth's surface if they have proved unwise or are now considered obsolete and replacement is desired?

The Smoking Ban Is About Government Control;

The regulation of the personal habit of smoking, including new legislative moves in San Francisco to ban cigarettes in private homes, and its enforcement by an eager cadre of state snoops and snitches, represents nothing more than a move on behalf of big brother towards the complete subjugation and shackling of the individual. To this end, smoking is healthier than fascism.


Two new developments this week have once again brought this issue into focus and the true agenda behind it needs to be exposed.


In France, a nation once noted as being rich in tobacco connoisseurs, 175,000 "cigarette police" have been given the task of randomly snooping around offices, schools, factories and any other "public spaces" in order to sniff out flouters of a new total ban on smoking.


In San Francisco California, a city ordinance described as "the most stringent tobacco regulation in America" would ban smoking everywhere, including private homes and apartments, sparing only large detached family homes - and if they squeeze this one

through expect those homes to be targeted next.


This is not a debate about the dangers of passive smoking, we all know smoking is bad for us and those around us. On an individual level, freedom includes the right to do dumb things, and whether others should be subject to our vices comes down to two

questions, is fascism more unhealthy for a society than passive smoking and does

the government really care about your health?


Dare I suggest that western governments raining down depleted uranium in all corners of the world, spraying chemtrails in our skies, playing Dr. Frankenstein with our food, drugging us into oblivion with psychotropic poison pills, and injecting us with toxic vaccines really care about our physical well-being?

Do elite that openly advocate culling the majority of the world's population really want to put a stop to cancer?


The answer is no, so why the transatlantic obsession to have us stub out our cigarettes?


It's all about control, it's all about letting you know who the bosses are. If the government can regulate personal habits and behaviour, what's next? Are your political opinions a mental illness? Are they harming society? Perhaps we should ban certain types of "free" speech that is offensive to others.

Many of us will have had relatives die directly due to smoking, so I’m certainly not advocating smoking. I am simply advocating the fact that I'd rather live in a society of smokers than a society of control freak fascists who slavishly seize upon any action of the individual in order to create yet another pretext for creating a Stasi system of informants, locking us all up and building the infrastructure of the prison planet.

A few words of caution with any slants you spin on Barak Obama. I think you may be missing the story by trying to expose the depth of his political liberalism. The real story with Obama has the potential of what he represents to the course of change and the toppling of the old belief structure. While he may not be the free-spirited, open hearted, integral being we would all love to embrace as a true leader, he’s heads and shoulders beyond anyone else with any legitimate shot at the presidential office and would signal a wonderful shift at least in the direction and perception of what is possible for the future. The military industrial complex and the conservative front know they do not need to attack him in the conservatively controlled media. It is in the so called liberal media where they need to take him down. If they already have their hooks in him, he is even more a signal of hope for the future. The 2008 presidential election in America, unfortunately, is not going to be the time of a great shift in the history of mankind, but it may yet be a positive step in the right direction, even if just symbolically.


I am not by any means singing his high praises, but he is a very positive direction, simply by what he represents to America and how Americans want to shift how they are perceived in the world's eye and to themselves. The inane attacks you posted in your article by Michael Donnelly are surprisingly weak and off balance for your normally illuminating ravings. First of all, he is not passing himself off as a 'black man from Chicago', his mixed racial parents and his Hawaiian childhood are well-documented and often spoken of. Secondly, of course he has substantial corporate backing, the day when a populist candidate can rise to the height of US president are far behind us and not yet upon us. Donnelly, without revealing any actual facts, says he is lock-step with the neo-cons and asserts that the liberal counter-punchers are already wise to him, but these kinds of second and third hand allusions which we are meant to take as a consensus are, to me, more dangerous than the candidate they are meant to take down. Quoting Ross Perot's pollster's positive assessment of the man's image doesn't mean the two are of the same belief structure, it merely means he sees the draw from a pollsters point of view. This is the kind of faulty logic and non-fact based character attacks that only blur reality. I am surprised that you printed such insubstantial character attacks, especially when there are a lot more dangerous candidates out there.


Even if Obama proves to be completely the corporate puppet every other candidate is, at least he would open the door for other candidates to step up and represent themselves as honest, inspirational leaders. This has been the real draw for him. Americans are hungry for a leader who can lead with a foundation of human dignity and spirit. They are drawn to someone who represents himself as a caring, integral being. Read my words: I am not saying he is all these things, but he at least is a much bigger step in that direction than anyone else who’s attained the heights he has in a long time, and that says a lot about what the American people want now. We should be applauding that and watching with interest, not taking it down without offering a better solution that has any chance at attaining power.


The bottom line is that Obama's rise is based more than anything on his presence and the power of his positive speech. This is a significant shift from the rhetoric of fear and lies with which Bush attained power. I see this as a very important signal that America is ripe for change, if not yet ready for a complete overhaul. My advice to you is just leave the man alone, unless he reveals some major hypocrisy, he has more potential to initiate a positive shift on the way government represents America than any legitimate presidential candidate has offered in a long time and will certainly bring out the light and dark of the human spirit in the coming year. Sit back and watch the show, I am sure it will be full of twists and turns and plenty of fireworks, hopefully none aimed at anyone’s head.
