the whole iraq thing ‘s so explosively infested with festering karma that the situation’s not only totally unpredictable, it’s also un-controllable by the Dinos who are even having to face what is to them an amazing realisation - the “medieval maniacs” who wanna destroy all our swimming pools actually WATCH THE FUGGIN MEDIA!  jeezuz what might they be planning for us?!  100 american school kids in mexico?!

(my own outside bet, for the historical record, is that the iraqis started digging a half mile long tunnel under the Green Zone a month ago (green for eco? green for GO!? green round the gills? green with envy?) to devastate the centre of the one piece of “liberated” Iraq the day before voting.)

though politicians are now too busy with their new war to realise the fait accompli, every ‘civilised’ country has been and is increasingly heading away from a “Just Say No” towards a “Better Drugs” policy, to ultimately repositioning “Nature’s Boons And Blessings” once more at the heart of our society’s spiritual life.

yes, you can argue if it will take a thousand or 20 years, but that’s the general direction - with really only one major hold-out to this development.  you guessed!  america’s
de-civilising, fastforward-to-the-past.


the european model
(spearheaded by holland, bless her!) is the following.

first, marijuana gets decriminalised in one of several manners, holland’s being to leave it illegal but allow it to be sold openly in approved coffee shops.  britain has recently declassified it from Class B to Class C.  (yes, you can argue that they’ve also kinda increased the penalties for class C’s, but these are just the kinks and fractal throwbacks that time puts into evolutionary developments, especially cultural ones.)

second, magic mushrooms - legal to grow & sell in holland (under certain hardly onerous conditions), while THE BIG NEWS in the uk is that, though always legal, THEY ARE NOW VERY WIDELY KNOWN TO BE LEGAL!  (a huge cultural difference:)  indeed they’re are now being so widely imported into and distributed around the UK that there are constant murmurs in the press of a “Psychedelic Revival!. (all the nationalities on sale in stalls in just about every town in britain are actually grown in holland).
        the blair government has been, discreetly as poss, following the european model, though pressurised by the american dino gang.  their recent attempts to cover the right cheek of their ass against tory jeers of ‘soft on drugs’ lay behind the recent kafuffle in the media.  but think about it:  the last thing any western government wants right now is to be forced into new legislation against drugs.  not even michael howard wants to be seen as ‘anti-liberal’ these days.  Daily Express Man is being put out to grass (even literally in many cases), which is why the Drug War is Over  our leaders just haven’t become conscious of it yet and, anyway, no longer have the heart for it.

third introduces what the dutch call “smart drugs”.  they don’t mean what we english speakers mean by that.  i reckon the ‘smart’ part of it is that it gets round the present laws!  (very Dutch:)  so smart drugs include all the little, previously unknown herbs, roots, fungi, venoms, newts’ eyes and goddess knows what else. 
they’ve already been here for some time.  i was first offered “
philosophers stones” when i was doing the Warp Experience 4 years ago  in my own club!  by a 17 year old honey!  they’re little round fungal balls, something like mushies, and i don’t even know which part of the planet they come from, nor the hundred others, or many more.  
and hell, some of them don’t even have
names, let alone laws against them!  and since i can’t think of a catch-all law for these, any government silly enough to try would have to have each one tested and researched and then have an individual law carried through parliament for each.
oh, and remember that many of these
(if not all?) have health benefits, with some already used by many citizens in the western societies.  like the south sea islands’ kava kava which we report below.

fourth, the designer drugs, hundreds of which exist already, with an endless variety of molecularly re-designed versions round every corner. (“let’s stick on an extra oxygen atom here and see if that gets us off”)  again they hardly have names, or even many users outside esoteric academic networks, though some, like 2CB, have achieved wider popularity.

and
fifth (or have i missed another category?! - like electronic ones?) there are the “scarcely illegal highs” like ketamine and so on, for which the penalty is a fine.

do you really think politicians sit at home giving deep thought to this war??!!  which is why they’ve basically lost it :)

Give Us Back Our Sanity
KAVA-KAVA, A PLANT-BASED TREATMENT FOR ANXIETY, [a mild traditional psychedelic spirit-refreshment in the South Sea Islands] HAS BEEN [tenuously} LINKED TO LIVER DAMAGE - AND BANNED.  BUT USERS, INCLUDING JOANNA BLYTHMAN, BELIEVE THE RISKS ARE WORTH TAKING

When I learnt that the herbal remedy kava-kava was to be banned, my first reaction was to stockpile as much as I could.  Ill-advised?  Reckless, even?  The UK Medicines Control Agency had decided, two years ago, to prohibit kava on the grounds that it might be toxic to the liver.  But I trusted kava, because I had used it on and off for a couple of years, identifying no side effects whatsoever - just very tangible benefits.

When I first heard of kava as a remedy for treating mild to moderate anxiety, I was keen to try it.  It soon became part of my armoury for managing work.  Most people experience certain situations that make them extremely nervous, usually those that
involve an element of assessment by others: work meetings, job interviews, exam or stage fright, and so on.

The thing I dreaded as a journalist, author and broadcaster was public speaking.  I’d begun to turn down such events because the personal cost in terms of nerves, panic and self-doubt was just too high.  But then I found that taking a small amount of kava an hour or so before calmed me down, and also concentrated my mind.

I began to find more uses for kava.  It is not strictly a remedy for sleeplessness, but it works for me on those nights when I might lie awake, staring at the ceiling and worrying about that "
performance" thing the next day - and worrying about how my lack of sleep would compound my inability to perform.  To hell with all that angst - I'd take a kava tablet and I'd drift off to sleep, waking refreshed, without the drugged hangover associated with herbal and conventional sleeping pills.

I found, too, that kava could help me to write.  Every now and then I'd end up with a difficult article, usually with a
tight deadline, which turned into a nightmare.  I'd get writer's block, and a paralysing panic would mount.  I now realise that this is a kava situation.  When I'm on the point of throwing the computer out the window and phoning to say I've had a nervous breakdown, the kava quells the anxiety and refocuses my mind.

Though some people take kava regularly, the great thing for me is that I use it only as and when I need it, and it seems to work more or less instantly.  As someone who's more at home in a health-food store than a doctor's surgery,
I avoid pharmaceutical drugs.  It would take the most ghastly personal crisis to make me even contemplate taking conventional sleeping pills, anti-depressants or anti-anxiety drugs.

I love the fact that kava isn't heavy-duty medicine, but it does the trick.  I've been evangelical about it.  A few friends have found it helpful for situations they find nerve-racking, such as
social occasions that involve making small talk, but where there is an implicit work agenda.  A colleague took kava when he was dreading having to sack an employee.  Others swear by its muscle-relaxant properties for tension-related knots in neck and shoulder.

Should I be concerned for my liver?  Kava, a root, has long been grown in the South Pacific islands, where it is drunk ceremonially to promote contentment and mental sharpness, and healers use it to treat pain.  But in 2001 it was linked to 24 cases of liver damage and one death in Germany.

Any direct causal link between these cases and kava is disputed by the proponents of herbal remedies, because most people affected were already taking pharmaceutical drugs known to be toxic to the liver, and several were elderly heavy drinkers.  Since then, retrospective trawls of reports of adverse events prompted by the German alert has produced a total of 82 cases worldwide where kava might - just might - be implicated in liver damage (4 resulting in death and 7 requiring transplants), though the link is extremely tenuous.

Some experts suggest that there may have been a problem with
acetone-extracted kava.  This is a newer, more pharmaceutical technique designed to extract just the active ingredients - kavalactones.  Purists are happier with kava extracted using ethanol.

Other researchers think any problem may lie with the use of bad cultivars of kava.  After the
US-fuelled kava boom in the late 1990s, stocks became scarce and some companies started buying what is known in the Pacific islands in pidgin English as "today" kava, a cultivar not used by local people because of its adverse effects.  Vanuatu banned the export of this type of kava in 2002, and kava producers are pursuing a protected geographical status for good kava, so that manufacturers can have confidence in their source.

Edzard Ernst, professor of complementary medicine at the
Peninsula Medicine School at the Universities of Exeter and Plymouth, co-wrote the 2002 Cochrane Collaboration review of research on the root - regarded as the gold standard for medical analyses.  "That kava is indeed effective is not in doubt," he says.  "As for its safety, the German cases looked rather dodgy and may in fact be politically motivated. [Germany has a powerful pharmaceuticals industry, which views natural remedies as competition.]

"
Compared to the health risks associated with conventional benzodiazapines, kava seems safer and, on balance, better. In my view, there is no doubt that kava is preferable. If taken correctly, there is very little risk."  An estimated two million women in the UK are addicted to benzodiazapines; kava is not addictive.

The case against kava is not proven, but rather than just requiring a caution statement on labels, the
UK Medicines Commission banned kava in 2003 on the grounds that it posed "a rare but serious risk to public health".  Some other countries, such as France, Germany and Canada, take a similar approach.

In January, however, the
UK Medicines and Healthcare Products Regulatory Agency will begin a review and public consultation to assess whether the controls on kava "remain justified and proportionate" - a pertinent question, given that the root is still legal - and very popular - in the US.  After issuing an initial voluntary recall of kava after the German scare, the Australian authorities took no further action: indeed, there are registered kava drinking houses in some states.  In New Zealand, any ban would anger its large Pacific population.

Strangely,
kava is not banned in Wales because of a technicality, so some health stores there still stock it.  The Welsh Assembly decided not to take any further action until the outcome of the appeal against the ban, which is being led by the National Association of Health Food Stores and the actor Jenny Seagrove.

I don't see why I should have to go to Wales to buy kava, or get my mother to bring it home from US holidays. I could buy any amount on the internet from some unknown virtual company.  But I'd much rather it was on the shelves of my local health-food store, where I could rely on finding high quality, well-sourced kava from companies I believe are both ethical and responsible, such as Viridian or Bioforce.

I could go to any supermarket and buy
enough paracetamol to kill myself.  If I burst into tears in front of my GP, he'd write me out a prescription for benzodiazapines.  But - even though my liver is healthy and I take no conventional medication - the powers-that-be want to protect me from the infinitesimal, possibly non-existent risk of kava.  To which I say: "Find something more important to worry about and let me get on with my life."

Thousands of Dependent Species "Co-Endangered"
An international team of biologists released a report last week warning that when endangered species go extinct, they take down other dependent species with them.  The upshot of the finding is that up to 50% more species may be endangered than can be currently accounted for by biologists.

It is by no means only Iran or North Korea which may raise concerns about nuclear developments
The head of the International Atomic Energy Agency (IAEA), Mohammad el-Baradei, said at a conference in Vienna that over 40 countries had nuclear programs developing, any of which might aim their programs at the creation of the nuclear weapon.

Experts believed he implicated
Iran, South Korea, several states in Europe, Asia, South Africa, Latin America and Canada, first and foremost. In other words, almost every part of the globe has a country (or countries) which may produce nuclear arms within several years.

The key document to regulate the issues of nuclear arms possessions is the
Non-Proliferation Treaty, signed in 1986, according to which there are two categories of countries: nuclear and non-nuclear powers. Russia, the USA, Great Britain, France and China are de jure referred to the first category. All other states are categorised as denuclearised. The treaty binds the 185 signatory states not to produce or purchase nuclear weapons and recognise the control on the part of the IAEA. The document, however, does not make the countries shut down nuclear developments. The treaty only bans the proliferation of the nuclear weapon.

The treaty, originally concluded for the period of 25 years, came into effect in 1970. The term of the document was prolonged in 1995.

Several countries have never joined the Non-Proliferation Treaty at all. Three of those states have nuclear arms in their possessions  India, Pakistan and Israel. North Korea pulled out from the treaty in 2003, which became an expression of the nation's protest against the US's pressure.

The countries that have nuclear programs are:
Argentina, Brazil, Egypt, Iran, North Korea, Saudi Arabia and South Africa.

The Republicans are laughing at us.  Do you ever see them cry, "
Oh, it's all over! We are finished!  Bush can't win!  Waaaaaa!"  Hell no.  It's never over for them until the last ballot is shredded.  They are never finished -- they just keeping moving forward like sharks that never sleep, always pushing, pulling, kicking, blocking, lying.
 
They are relentless and that is why we secretly admire them -- they just simply never, ever give up.  Only 30% of the country calls itself "
Republican," yet the Republicans own it all -- the White House, both houses of Congress, the Supreme Court and the majority of the governorships.  How do you think they've been able to pull that off considering they are a minority?  It's because they eat you and me and every other liberal for breakfast and then spend the rest of the day wreaking havoc on the planet.
 
Look at us -- what a bunch of crybabies.  Bush gets a bounce after his convention and you would have thought the Germans had run through Poland again.  The Bushies are coming, the Bushies are coming!  Yes, they caught Kerry asleep on the Swift Boat thing.  Yes, they found the frequency in Dan Rather and ran with it.  Suddenly it's like, "THE END IS NEAR! THE SKY IS FALLING!"
 
No, it is not.  If I hear one more person tell me how lousy a candidate Kerry is and how he can't win... Dammit, of COURSE he's a lousy candidate - he's a Democrat, for heavens sake!  That party is so pathetic, they even lose the elections they win!  What were you expecting, Bruce Springsteen heading up the ticket?  Bruce would make a helluva president, but guys like him don't run -- and neither do you or I.  People like Kerry run.
 
Yes, OF COURSE any of us would have run a better, smarter, kick-ass campaign.  Of course we would have smacked each and every one of those phoney swifty boaty bastards down.  But WE are not running for president - Kerry is.  So quit complaining and work with what we have.  Oprah just gave 300 women a... Pontiac!  Did you see any of them frowning and moaning and screaming, "
Oh God, NOT a friggin' Pontiac!"  Of course not, they were happy.  The Pontiacs all had four wheels, an engine and a gas pedal.  You want more than that, well, I can't help you.  I had a Pontiac once and it lasted a good year.  And it was a VERY good year.


My friends, it is time for a reality check.
 
1.  The polls are wrong.  They are all over the map like diarrhoea.  There are 3 reasons why the polls are b.s.:
One, they are polling "likely voters."  "Likely" means those who have consistently voted in the past few elections.  So that cuts out young people who are voting for the first time and a ton of non-voters who are definitely going to vote in THIS election. 
Second, they are not polling people who use their cell phone as their primary phone.  Again, that means they are not talking to young people (http://www.newsday.com/news/columnists/ny-nybres163973220sep16,0,5025667.column).
Third, most of the polls are weighted with too many Republicans, as pollster John Zogby revealed last week (http://www.zogby.com/news/ReadNews.dbm?ID=859). You are being snookered if you believe any of these polls.
 
2.  Kerry has brought in the Clinton A-team.  Instead of shunning Clinton (as Gore did), Kerry has decided to not make that mistake.
 
3. Traveling around the country, as I've been doing, I gotta tell ya, there is a hell of a lot of unrest out there.  Much of it is not being captured by the mainstream press.  But it is simmering and it is real.  Do not let those well-produced Bush rallies of angry white people scare you.  Turn off the TV! (Except Jon Stewart and Bill Moyers -- everything else is just a sugar-coated lie).
 
4.  Conventional wisdom says if the election is decided on "9/11" (the fear of terrorism), Bush wins.  But if it is decided on the job we are doing in Iraq, then Bush loses.  And folks, that "job," you might have noticed, has descended into the third level of a hell we used to call VietnamThere is no way out.  It is a full-blown mess of a quagmire and the body bags will sadly only mount higher.  Regardless of what Kerry meant by his original war vote, he ain't the one who sent those kids to their deaths -- and Mr. and Mrs. Middle America knows it.  Had Bush bothered to show up when he was in the "service" he might have somewhat of a clue as to how to recognize an immoral war that cannot be "won."  All he has delivered to Iraq was that plasticized turkey last Thanksgiving.  It is this failure of monumental proportions that is going to cook his goose come November.
 
So, do not despair. All is not over.  Far from it.  The Bush people need you to believe that it is over.  They need you to slump back into your easy chair and feel that sick pain in your gut as you contemplate another 4 years of George W. Bush.  They need you to wish we had a candidate who didn't windsurf and who was just as smart as we were when WE knew Bush was lying about WMD and Saddam planning 9/11.  It's like Karl Rove is hypnotizing you -- "Kerry voted for the war... Kerry voted for the war... Kerrrrrryyy vooootted fooooor theeee warrrrrrrrrr..."
 
Yes...Yes...Yesssss... He did!  HE DID!  No sense in fighting now... what I need is sleep... sleeep... sleeeeeeppppp...
 
WAKE UP!  The majority are with us!  More than half of all Americans are pro-choice, want stronger environmental laws, are appalled that assault weapons are back on the street - and 54% now believe the war is wrong. 
YOU DON'T EVEN HAVE TO CONVINCE THEM OF ANY OF THIS -- YOU JUST HAVE TO GIVE THEM A RAY OF HOPE AND A RIDE TO THE POLLS.  CAN YOU DO THAT?  WILL YOU DO THAT?
 
The country is almost back in our hands.  Not another negative word until Nov. 3rd!  Then you can bitch all you want about how you wish Kerry was still that long-haired kid who once had the courage to stand up for something.  Personally, I think that kid is still inside him.  Instead of the wailing and gnashing of your teeth, why not hold out a hand to him and help the inner soldier/protester come out and defeat the forces of evil we now so desperately face.  Do we have any other choice?

Have you noticed that people say they’re practising not taking things personally, but then blame others for their problems, mistakes, etc.?  Could it be that others go around deliberately trying to cause us trouble or pain?  Surely not, yet even in such a case, when we blame we are allowing another to control us because we are taking their actions personally.  You are in control of your own life, except when you give that control away.

Kerry doesn't know what the working-class people do; he hasn't done any physical labor all his life," Sharon Alfman, a 51-year-old cook in New Lexington, Ohio, told a New York Times reporter.  It's true.  Kerry is a rich boy.  But then she added: "Bush's values are middle-class family values."

George W. Bush earned $727,000 last year.  Estimates of his net worth range between $9 and $26 million.  Middle class he most assuredly is not.  Working class he never has been.  Like fellow Skull and Bones member John Kerry, man of the people he never will be. 

Demonstrating that stupefying ignorance can be bipartisan, another Ohioan interviewed for the same article said she is against the war in Iraq because, like 42% of her fellow Americans, she thinks Iraq was behind 9/11: "
We shouldn't be over there building them back up because they didn't build our towers back up."  She is wrong on so many levels it makes my brain hurt.

Do you see these Vote for Change concerts reaching undecided voters, or are they more to rally the energy of people who have made up their minds?

I don't know if someone is going to run to the front of the stage and shout, "I'm saved" or "I'm switching," but I'm going to try. In a practical sense, what are you accomplishing?

First of all, we have a large group of musicians -- Dave Matthews, the Dixie Chicks, Pearl Jam, R.E.M., John Fogerty, James Taylor and many others -- who are coming together as a rallying point for change.  I think the concerts are going to be an energizing experience for all who come. 

Basically, the concerts are raising money specifically for
America Coming Together to do very practical things: voter education, to go out and mobilize voters, to go door-to-door, to assist voters getting to the polls.  They're the real foot soldiers who are going to get out the progressive vote. That's probably the concerts' most important result.

Why did you stay away from being actively involved in partisan politics for so long?

A fun and easy way to get your message out to thousands, even millions of people, is through the medium of talk radio. Although firmly in the trenches of the right, it's still possible to get a liberal point of view onto the airwaves by following these easy steps: 1) When the screener asks you what you want to talk about, be sure and tell them something relatively innocuous but tangentially relatable to the point you want to make. 2) If possible, use a slightly southern or hick accent - they're more likely to put you on and the AM audience is more likely to relate to you. 3) Don't go straight to your main point - get there incrementally. Remember there's a seven-second delay and they'll cut you off if you go too far or get there too fast.

Quiet Is Not All Right:
A Report On Hebron
I visited Hebron between the dates of September 13th and 20th 2004, part of  a group of 10 ISM workers which included 5 Buddhists from the UK.  Tariq was our local coordinator.  He is 24 years old, a student of engineering.  I learnt that his father had been detained without trial by the Israeli army for the past 2.5 years, the rest of his family had emigrated to Jordan but that he was refused exit from Israel because of his father - who he was not allowed to visit.  
 
His top two projects for us were firstly to help local villages fight against the
Israeli Apartheid Wall that was being built on their land, and second to help the situation in the Old City, now almost a ghost town because of the great number of soldiers there and the difficulty of living so close to the aggressive Israeli settlers.  This report focuses on the Old City not the Wall.
 
Hebron is presently unique in the West Bank because it
has a substantial illegal Israeli settlement (Beit Hadassah) right in the very centre of the Old City, creating a situation where the lives of some 60,000 Palestinians are systematically disrupted by some 4,000 soldiers for the sake of some 400 settlers.  It is a ludicrous situation and would almost be funny if it was not so real and the cause of so much suffering for so many people.  And if it was not also a part of a much larger process of gradual illegal invasion and colonisation. 
 
During the time we were in
Hebron the situation was relatively quiet and there was little for us to do except walk about the Old City meeting people and speaking with them.  Most people were very friendly as soon as we said "Salaam Al-e-Qum" and smiled, however there was clearly a lot of tension in the air and some suspicion - probably because the settlers are in the habit of walking up and down 'their' city and there is a real fear of them extending their territory.  We were staying for a night in one of the further suburbs of Hebron, and when leaving in the morning, passed a little girl who started crying violently - we learnt later that she thought we were settlers!    In general though we were made very welcome indeed - very few friendly foreigners find their way to Hebron these days.
 
Quiet it might have been, but I should emphasise very strongly that '
quiet' does not mean 'all right'.  Once or twice in the silent streets I found myself thinking "this seems all right" and had to remind myself of the facts of the matter.  
 
Closure Of Shuhadda Street To Palestinians
Despite Hebron being a part of Palestine and not
Israel, the main street of the town (Shuhadda Street) is now completely closed to Palestinians, except for the very few who live there.  This means the town is effectively cut into two halves, to cross those few yards means a detour of several kilometres.  The town's graveyard is on the wrong side of the road, meaning local people are unable to visit their family tombs. 
 
Shuhadda Street has become a sort of mid-Western film set - hot, dusty, and empty, with guns never very far away.  The only people who walk up and down it now are the settlers, who generally carry machine guns, even the young teenagers, strange to see them  toting machine guns and their Jewish kippa caps on.  This is quite scary to see, even for me, who was less likely to be shot at. 
 
We were not able to speak to any settlers although we could probably have arranged it if we had wished, being Internationals.  It was clear however that there is absolutely no communication between locals and settlers. The soldiers are supposed to be there to keep the peace between the two sides but this seems to mean keeping the locals firmly to the edges and allowing the settlers to walk where they please.  Certainly the Palestinians do not see the soldiers as there to keep the peace, rather to dominate them.
 
Checkpoints And Soldiers Patrols
Behind the main street are a maze of smaller streets leading up to the
Old City, these can only be reached by passing an army checkpoint continuously manned by soldiers with machine guns, making passage into the Old City a nerve-wracking affair. 
 
Most days however, what is in a way worse than the
machine guns is the arbitrariness of the soldiers: they can detain any Palestinian at any time for any or no reason, and often do, making them sit at the side of the road in the hot sun for many hours at a time. Not surprisingly people have chosen to avoid the area, and the town's main market has moved about 1km away. 
 
In addition to the checkpoints, in the narrow streets of the
Old City there are frequent 6-man soldiers' patrols, before they enter you can hear them lifting their machine guns into firing position and cocking the trigger.  No doubt they are afraid themselves but it is very intimidating to hear. 
 
Hebron is well-known among international aid agencies,
we met CPT (the Christian Peacemaker Team) and TIPH (the Temporary International Presence in Hebron) while there.  TIPH's job is to monitor and report on the situation, CPT intervenes more actively if local people are being harassed.
 
Army Closure Of Shops
As well as the checkpoints and the patrols, about 200 of the Old City shops have been summarily closed by military order, and many houses have had their front doors welded closed by the army.  This means that in some cases the owners can only enter and leave their homes through a window at the rear of the house, or over the rooftops. 
 
Continuous Curfew For 3 Years

In addition to the checkpoints, the patrols, and the closed shops, the Old City has suffered from a strict curfew for 3 of the past 4 years.  An Israeli army curfew generally means that the soldiers have orders to shoot to kill on sight, it creates an extremely dangerous situation for any person to go anywhere at any time, even outside the official curfew hours.  This includes delivery of basic supplies of food and medicine, and also the movement of children, who are as likely to be shot as adults under a curfew.  Who can blame the shopkeepers and market stallholders for moving? 
 
Although the curfew is not presently in force, evidence of the effects of Army violence and repression is everywhere - bullet holes in shopfronts, cobwebs on the fronts of shops... 
 
Although things were quiet, the Army has retained all its observation and sniper positions around the city - many of the most strategic buildings have camouflage netting draped over the top balcony or steel observation posts perched on the roof.  We were told that in reality sniper positions are often concealed, but occupied or not, the visible ones create a constant and frightening reminder that the city is under armed occupation and that curfew can be reimposed at any time.
 
Settlers' Harassment
In addition to the checkpoints, the patrols, the closed shops and the curfew, we heard a great many reports of vandalism and verbal abuse by the settlers.  In many cases the houses of the settlers directly overhang the streets of the Old City, and here the locals have had to fit thick metal mesh across the streets to catch the rubbish that has been thrown out of the settlers' windows onto the street - and the Palestinians - below.  In several cases the metal mesh was sagging due to the weight of debris above.  It is of course impossible for me to say what motives the settlers may have for throwing rubbish in this way - had they wished to continue being malicious they could have thrown foul water, but I did not hear of this being done.  Nonetheless they must have known full well that the streets below their windows were Palestinian streets.  A lot of Palestinian windows were smashed, apparently by stones often thrown by settlers' children.
 
These all combined - together with the real violence of recent years - have made the whole of the Old City into a ghost town.  The reason given by the Army is always "security", but one feels the real aim is colonisation, certainly the effect is depopulation of the Old City through fear and strangulation.
 
These processes of displacement and harassment have not ended yet. 
 
Process Of Colonisation, Extension Of Illegal Settlements
On the outskirts of Hebron is the much larger illegal Israeli settlement of Qiryat Arba. For those interested, this means 'Town of the Four', referring to the four biblical couples reported to be buried here in the Cave of Machpelah under the Ibrahami Mosque - Adam and Eve (!), Abraham and Sarah, Isaac and Rebecca, and Jacob and Leah.  This biblical fame explains a good deal of why the city has become such a battleground and focus for extremist Israeli settlers - it is the no.2 site in Palestine for both Jews and Muslims.  The locals probably wish it had never been mentioned!  It was women from Qiryat Arba who in 1979 illegally occupied the old Jewish hospital of Beit Hadassah in Hebron's Old City, leading directly to its present death-like state. 
 
Walking up to Qiryat Arba, and along the road which marks the border between Israeli and Palestinian areas, one sees graffiti which has been sprayed on the doors of many Palestinian homes - Stars of David and angry writing in Hebrew (which I have not yet been able to translate but will). The feeling I get is that the graffiti is saying "
you're next..." and I can imagine that it is extremely intimidating to receive.  It is in fact eerily similar to tactics used by the Nazis in Germany, not a happy thought.
 
Of course you can dismiss provocative graffiti as being 'only' spray paint, buty more concretely there are plans afoot for a new Israelis-only road to link Qiryat Arba with the Cave of Machpelah and one can be sure that it will not be long before it is extended a few yards further to the illegal settlement in the heart of the city.  Up on the border road, there are plans to construct a new Jewish synagogue on the Muslim side immediately adjacent to Muslim homes.  This is presently being blocked by the Israeli authorities - but it is probably only a matter of time until they arrange the necessary military cover - ie a new Army checkpoint or base - and it goes ahead! 
 
Hebron has a long history, with ownership moving between Jews and Muslims many times over the centuries.  For this reason, since the Jews started their illegal settlements in the area there have been major propaganda efforts to justify their right to be here, an Internet search looking for 'Hebron' or 'Beit Hadassah' will quickly lead you to some of these.  They consider their occupation of Hebron to be legitimate because there were Jews living there in the past, most recently in 1929 and most anciently when Abraham purchased the cave of Machpelah for his burial site sometime around 1,800 B.C!  Their desire to live here would not be so bad if it was based on a desire to peacefully co-exist.  Instead the settlers have gone on record as aiming to completely expel the Palestinians from Hebron or at least from its Old City.  This is no idle threat as the 4,000 soldiers based here constantly remind one. 

Tit-For-Tat Violence
Over the years there has been a great deal of violence in Hebron, not least in 1994 when Baruch Goldstein, a settler, entered the mosque and massacred 29 Muslims while they were at prayer, wounding a further 200.  According to my guidebook, there is now a shrine to him in the adjacent illegal Israeli settlement of Qiryat Arba.  The guidebook (Lonely Planet) describes him as "a popular settler hero".   Not surprisingly there has been a good deal of tit-for-tat violence over the years, but with the massive army presence in town it is mostly Palestinian civilians who are injured or killed. 
 
Palestinian suicide bombers have certainly killed settlers over the years, and this led to an Israeli Army invasion of the whole district & city in 2002 - after similar invasions of Jenin, Tulkarm, etc.  We were told that the Israeli Army becomes nervous if it is not able to operate inside a city.  The invasion is partly a tactic to expose & kill - to 'flush out' - the most active resistance fighters.
 
Collective Punishment
As well as being in the Old City, we spent some time in other areas of Hebron, and it was here that it was most obvious that what is happening on Hebron's Old City is part of a much larger violent occupation of the whole country.  The reality of the situation is not immediately apparent to the naked eye, you have to have things explained by a local.  For instance, there are many gaps or piles of rubble between the houses.  Why?
 
Collective punishment has been very much used by the Army, usually taking the form of blowing up or bulldozing the family home of anyone who has been discovered to be a suicide bomber or other form of fighter.  To give an example, we stayed in a house in the suburbs, next door there was an empty space with a big pile of rubble.  On asking, we were told that this house was blown up by the Israeli Army some three months ago, the explosion being so violent that it blew in all the doors and windows on that side of our host's house.  The family were living in a makeshift tent in one corner of the space.  Across the small valley we could see a bulldozer working, we were told that was a house which had been blown up only last week.  On the corner of the street was a small corrugated iron shop, the owner used to occupy a five-storey house on the site before that was blown up some years ago. 
 
These are examples of collective punishment, which is specifically outlawed under international law and the
Geneva Conventions, which prohibit the punishment of innocent people who may be connected with a 'guilty' party.  Israel and her Supreme Court  have consistently refused to uphold the Geneva Conventions and the illegality of its collective punishment, using a variety of reasons but notably that the Occupied Palestinian Territories (ie the West Bank) never constituted a sovereign state so Israel's invasion and occupation of Palestine do not count as the invasion and occupation of another country - and so international humanitarian law does not apply! 

Water Rights / Economic Warfare
Besides collective punishment, there is lower-level but on-going economic warfare being waged by Israel against the Palestinians.  An example of this is water - Hebron has many natural springs, but local people are not allowed to use them. Instead they have to buy water at considerable cost, often delivered by tankers, while Israel helps itself to 80% of the water in the underground aquifers for intensive agriculture and 'modern' plumbing.  . 

Conclusion
We went to Hebron at Tariq's invitation, inspired by his vision of bringing life back into the Old City.  He thought that our presence might give locals confidence to re-enter it in greater numbers.  Maybe we had some effect, it is hard to be sure.  One idea he had was to organise a daily 'boy's march' through the checkpoint (children below a certain age do not need ID) to generate momentum and confidence in entering the Old City, followed by us or others putting on a concert or other entertainment to draw in the locals. 
 
One thing we  realised while there was just how hard it is to actually DO anything when faced with such overwhelming odds and where people have more-or-less got used to the wrongness of the situation.  We felt very strongly Tariq's - and I am sure, thousands of others' acute frustration and yet puzzlement what to do.  
 
ISM has now established a flat for volunteers in the centre of the
Old City, as we left five others arrived, and hopefully they will build on what we have done so far.  One day, Palestine will be free...

As a P.S..., I searched the BBC news website for
'Hebron' recently, and found a short but interesting 'Diary of 2003' by a settler living there, - a New Yorker, clearly a real person with real feelings etc but throwing in several formulaic references to terrorism etc in the course of his short summary of the year.  And saying "of course I believe Jews should be able to live anywhere in Israel" - fair enough, of course, but completely skating over the fact that Hebron is miles outside Israel's borders!  Reflecting on it, I felt I'd like to ask him 3 questions -
 
1. 
Do you feel you are presently living within the State of Israel?  If so, where are its borders?

2. Do you wish to live in peace with your neighbours?  What would do you do if one of your children insulted a Palestinian?

3. What is the difference between the idea of the Chosen People and the idea of the Master Race? (a more provocative but, to my mind, very pertinent question!  And genuinely meant as a question, not a sort of rhetorical statement).

WE WHO CALL FOR PEACE MUST OFFER MORE THAN JUST THE HOPE THAT THE PROBLEM WILL GO AWAY.  PEACE IS A RESULT, NOT A SOLUTION!  IT IS THE RESULT OF ACTIONS TAKEN TO RESOLVE A PROBLEM.

TO END DEFENSIVE JIHAD TERRORISM WE MUST IDENTIFY THE PROBLEM, THEN DEAL WITH THE CAUSES.

THE PROBLEM/PEACE SOLUTION
1. except where we are able to admit our own far far worse & far far longer term terrorism, we must stop seeing it purely as terrorism.

We don't want to kill civilians, but we know that our wars will do that, and death does not come more pleasantly or less painfully because the victims are killed by the supposedly benevolent West rather than the supposedly cruel East. 2. al-queda leaders have made very clear all along that they are fighting a defensive jihad, the only one permitted by islam - the kind saladin fought successfully against the christian crusades.  indeed, as I read mohamed’s words, such action is obligatory on all muslims when the Faith / Faithful are under attack.  once a defensive jihad has been declared, aggressive attacks on the Enemy become permitted, even required.

(if your response is THEYRE ATTACKING US!, then ask yourself how many arab soldiers are positioned in your country.  and if u say, after all this, that our military were invited in by some MEGA FAT QUISLING SHEIKH, then I say u r a baboon :))  such ignorance is a geometrically accelerating danger to me and to all people on this planet.

3. we ALREADY KNOW against what those thousands of terrorists and hundreds of thousands of supporters are defending. and their demands are eminently reasonable:

A.  REMOVAL OF ALL FOREIGN TROOPS FROM ARAB LANDS (except UN)

B.  IMPOSITION OF A UN AGREED PEACE SETTLEMENT AROUND ISRAEL’S BORDERS. (militarily if necessarily, and for as long as required -  like yugoslavia).

these are an absolute minimum, are eminently reasonable, would already stop the massive spread of terrorism in its tracks, and would save hundreds (possibly hundreds of thousands?) of western lives over the next decade.  meanwhile the withdrawn personnel and equipment should be put to protecting our own homelands and borders.

C. FINANCIAL COMPENSATION FOR ALL FORCED CONTRACTS AND CRIMES AGAINST THEM, AND A SIMULTANEOUS CANCELLATION OF ALL WORLD DEBT (for the same reasons - and let’s pray the africans and the indians will be more ‘understanding’ than the arabs!)
removing soldiers and settling the israel question only delivers a level playing field, it would not be nearly enough to compensate for all the bullying terrorism we have practised on their civilisation over the centuries and since the discovery of oil. 
what’s fundamentally required is not some begrudging inch-by-inch retreat but a Magnificent Public Gesture to show Sincerity and Contrition (far better than having it forced on us at a later date when SOME terrorism continued to develop).  the establishing of a fair “market price” for oil would be an excellent step in this general direction - say double what we’ve allowed so far?

the above actions (or UN promises to implement) would, at a single stroke or in several steps,
i]  cut off the ‘religious’ base of the jihad
ii] answer the political grievances
iii] resolve the economic crimes. 
they would thus drain the massively spawning community of fanatics of public support, the planet would be perceived by all its inhabitants to be on a proper and fair evolutionary path at last, the terrorism problem would begin to wither on the vine, and surprisingly quickly the present problem would be looked back on as having been little more than a learning curve on humanity’s progress towards globality.

obviously none of this can begin to happen till the dinosaurs have finally been shrugged onto the Fossil Record, with the name George Bush consigned to History as the planet’s Greatest Bogyman & Schmuck.  sounds about right to me :)
