Two years after September 11, 2001, the Washington neo-conservative dream of a rainbow of democracy shining from Israel to Afghanistan and traversing Iraq has vanished into thin air. 
From
Kabul to Baghdad, the vision is being wiped out by the truth of hard facts.
1) The American army does not have the resources to play global sheriff by itself.
2) America is not prepared for or interested in nation-building.
3) Military "victories", like Afghanistan and Iraq, mean nothing when if not complemented by moral/political legitimacy.  The lack of legitimacy creates a political void, immediately exploited by radical Islam.

Tribal Afghanistan is a Taliban-infested ungovernable chaos trespassed by an anti-American jihad.

Israeli-Palestinian roadmap has been ripped apart.

For the past few weeks, I have been watching videotapes of the attack on Iraq, most of them not shown in this country. The tapes concentrate on the epic suffering of ordinary Iraqis. There are photographs, too, that were never published here. They show streets and hospitals running with blood, as American and British forces smashed their way into Iraq with weapons designed to incinerate and dismember human beings.
It is difficult viewing, but necessary if one is to understand fully the words of the

The world will not help us; we must help ourselves.  We must kill as many of the Hamas and Islamic Jihad leaders as possible, as quickly as possible, while minimising collateral damage, but not letting that damage stop us.  And we must kill Yasser Arafat, because the world leaves us no alternative.

No one seriously argues with the fact that Arafat was preventing Mahmoud Abbas, the prime minister he appointed, from combating terrorism, to the extent that he was willing to do so.

Almost no one seriously disputes that Abbas on whom Israel, the US, and Europe had placed all their bets failed primarily because Arafat retained control of much of the security apparatus, and that Arafat wanted him to fail.

The new prime minister, Ahmed Qurei, clearly will fare no better, since he, if anything, has been trying to garner more power for Arafat, not less. Under these circumstances, the idea of exiling Arafat is gaining currency, but the standard objection is that he will be as much or more of a problem when free to travel the world as he is locked up in Ramallah.

If only three countries Britain, France, and Germany joined the US in a total boycott of Arafat this would not be the case. If these countries did not speak with Arafat, it would not matter much who did, and however much a local Palestinian leader would claim to consult with Arafat, his power would be gone.

But such a boycott will not happen. Only now, after more than 800 Israelis have died in three years of suicide bombings and other terrorist attacks, has Europe finally decided that Hamas is a terrorist organisation.

How much longer will it take before it cuts off Arafat? Yet Israel cannot accept a situation in which Arafat blocks any Palestinian break with terrorism, whether from here or in exile. Therefore, we are at another point in our history at which the diplomatic risks of defending ourselves are exceeded by the risks of not doing so.

SHAMANISM AND MOLECULAR BIOLOGY
Research indicates that shamans access an intelligence, which they say is nature's, and which gives them information that has stunning correspondences with molecular biology.
Intelligence comes from the Latin inter-legere, to
choose between.
There seems to be a capacity to
make choices operating inside each cell in our body, down to the level of individual proteins and enzymes.  DNA itself is a kind of "text" that functions through a coding system called 'genetic code', which is strikingly similar to codes used by human beings.  
Some enzymes edit the
RNA transcript of the DNA text and add new letters to it; any error made during this editing can be fatal to the entire organism; so these enzymes are consistently making the right choices; if they don't, something often goes wrong leading to cancer and  other diseases. 
Cells  send one another signals, in the form of proteins and molecules.  These signals mean: divide, or don't divide, move, or don't move, kill yourself, or stay alive.  Any one cell is listening to hundreds of  signals at the same time, and has to integrate  them and decide what to do.  How this intelligence operates is the question.
        
DNA is a single molecule with a  double helix structure; it is 2 complementary versions of the same "text" wrapped around each other; this allows it to unwind and make copies of itself: twins!  This twinning mechanism has been at the heart of life since it began.  Without it, one cell  could not become two, and life would not exist.
And, from one generation  to the next, the
DNA text can also be modified, so it allows both  constancy and transformation.  This means that  beings  can be the same  and not the same. 
One of the mysteries is what drives the changes in the
DNA text in evolution.  DNA has apparently been around for billions of  years in its current form in virtually all forms of life.  The old Darwinian theory  - random accumulation of errors combined with natural selection  - does not fully explain the data currently generated by genome sequencing.  The  question is  wide open.

A HIDDEN UNITY
Both shamans and molecular biologists agree that there is a hidden unity under the surface of life's diversity; both associate this unity with the double helix shape (or 2 entwined serpents, a twisted ladder, a spiral staircase, two vines wrapped around each other); both consider that one must deal with this level of reality in order to heal.  You could fill a book with correspondences between shamanism and molecular biology.
        Most definitions of "science" revolve around the testing of hypotheses.  Claude Levi-Strauss showed in his book "
The Savage Mind" that human beings have been carefully observing nature and endlessly testing hypotheses for at least 10,000 years.  This is how  animals and plants were domesticated.  Civilisation rests on millennia of Neolithic science. 
I think
the science of shamans can complement modern science by helping  make sense of the data it generates.  Shamanism is like a reverse camera relative to modern science.
 
SPIRITUALITY
 I don't use the word "spiritual" to think about my life.  I spend my time promoting land titling projects and bilingual education for indigenous people, and thinking about how to move knowledge forward and how to open up understanding between people; I also spend time with my children, and with children in my community (as a soccer coach); and I look after the plants in my garden, without using pesticides and so on.
The message I got from shamans was:
do all you can for those around you (including plants and animals), but don't make a big deal of it.

As the UK government wriggles over weapons of mass destruction, sexing up dossiers and general spin, Tony Blair argues that there’s no greater charge against a prime minister than for him to have personally falsified claims on which to take a country to war.

Another grave charge, however, would be personally ordering the sacking of a scientist who was involved in some of the first independent tests on GM, especially if those tests showed evidence of harm, and also especially if the orders came from Monsanto, via the White House. 

This is precisely what Dr. Arpad Pusztai, who raised concerns about GM food in 1998, claims happened to him.

by a single unnamed intelligence source that the government "sexed up” a dossier.   NO LESS THAN 5 PEOPLE have said they were told that Tony Blair ordered the sacking of Dr. Pusztai.  Dr. Pusztai's story raises many unanswered questions about New Labour, its link to the biotech industry and the safety of GM food.


DR. ARPAD PUSZTAI
Dr Arpad Pusztai is the scientist who, in 1998, was catapulted from an unknown laboratory scientist at the Rowett Research Institute in Aberdeen to the forefront of a raging debate about the safety of GM foods, when he spoke on the World in Action TV programme.
At the dawn of the
biotech revolution, who’s convinced he’s uncovered vital evidence that shows there are potential major health risks with GM crops.

Overnight the Hungarian-born scientist, with some 35 years lab experience, found himself on a collision course with the UK and US governments, the biotech industry and the scientific establishment.  His 150-second interview lead to him being suspended, silenced and threatened with losing his pension.  His wife, who had also worked at the Rowett for 13 years, was eventually suspended too. Their research was locked up.  Scientists and politicians alike vilified Pusztai.

Given such a huge controversy over his experiments, and the preliminary nature of their findings,
why were the political and scientific establishments so intent on rebutting him?  And why have the experiments never been repeated?

His only crime was to speak out, in his words, according to his conscience: "I obviously spoke out at a very sensitive time.  But things were coming to a head with the GM debate and I just lit the fuse", he says.  "I grew up under the Nazis and the Communists and I understand that people are frightened and not willing to jeopardise their future, but they just sold me down the river."

After the Hungarian revolution was crushed by the communists, the young Pusztai, a chemistry graduate, escaped to refugee camps in Austria and from there to England.  By 1963, having finished his doctorate in biochemistry and post-doctorate at the Lister Institute, he was invited to join the prestigious Protein Chemistry Department at the Rowett Research Institute, which has become the pre-eminent nutritional centre in Europe.

Dr Pusztai was put to work on lectins, plant proteins that were going to be central in the GM controversy years later.   He became the world's leading expert on plant lectins, publishing over 270 scientific studies, and three books on the subject.  Two books were co-written with his wife, Susan.  Pusztai became one of the Rowett's most senior and renowned scientists.

In 1995, the
Scottish Office Agriculture Environment and Fisheries Department  commissioned a 3-year multi-centre research programme under the coordination of Dr Pusztai into the safety of GM food.  At the time there was not a single publication in a peer-reviewed journal on the safety of GM food.

The scientists' primary task was to establish credible methods for the identification of possible human/animal health and environmental hazards of GM.  The idea was that the methodologies they tested would be used by the regulatory authorities in later risk assessments of GM crops. 

For the first time, independent studies would be undertaken to examine whether feeding
GM potatoes to rats caused any harmful effects on their health, bodies or metabolism.

MODIFICATION OF POTATOES
The theory behind the modification of the potatoes was simple.   For years Dr Pusztai had explored the beneficial effects of lectins in foods as well as in nutritional supplements and pharmaceutical agents.  Lectins can affect the digestive systems of insects and can act as natural insecticides.  Arpad's work had shown that one such lectin called GNA (Galanthus nivalis), isolated from the snowdrop, acted in this way.  Pusztai had worked on the snowdrop lectin since the late 1980s.

The thinking was that, if you could genetically insert the lectin gene into a potato, the potato could have an inherent built-in defence mechanism that would act as a natural insecticide, preventing aphid attack.  The snowdrop gene had already been incorporated into several experimental crops, including rice, cabbages, and oil-seed rape.

But by late 1997, the first storm clouds were brewing at the Rowett.   Preliminary results from the rat-feeding experiments were showing
totally unexpected and worrying changes in the size and weight of the rat's body organs.  Liver and heart sizes were getting smaller, and so was the brain.  There were also indications that the rats' immune systems were weakening.

150 SECONDS THAT CHANGED THE GM DEBATE
Finally in August 1998, Pusztai expressed his growing concerns on World in Action.  So what did he say?  "We're assured that this is absolutely safe," said Pusztai.  "We can eat it all the time.  We must eat it all the time. There is no conceivable harm, which can come to us. But as a scientist looking at it, actively working in the field, I find that it's very, very unfair to use our fellow citizens as guinea pigs. We have to find guinea-pigs in the laboratory."

Dr Pusztai had been told not to talk about his experiments in detail, but he did say, in a sentence that would become the centre of the controversy, that "
the effect was slight growth retardation and an effect on the immune system.  One of the genetically modified potatoes, after 110 days, made the rats less responsive to immune effects."

He continued:
"If I had the choice, I would certainly not eat it till I see at least comparable experimental evidence which we are producing for our genetically modified potatoes.  I actually believe that this technology can be made to work for us. And I very strongly believe in this, and that's one of the main reasons why I demand to tighten up the rules, tighten up the standards."

On the evening of the broadcast, the head of the Rowett, Professor James "congratulated," Pusztai on his TV appearance, commenting on "how well Arpad had handled the questions."  The following morning a further press release from the Rowett noticed that a "range of carefully controlled studies underlie the basis of Dr Pusztai's concerns."


THE RIDDLE OF THE ROWETT
The Rowett and Pusztai differ in what happened next.  The day after the programme, Tuesday, James maintains he asked Pusztai's staff for the data for the 110-day experiment, which he claims they told him did not exist.  "I couldn't believe it,"  says James, "I just said this is the end of the world for us all."  James maintains that this is the reason why Pusztai was suspended on the Wednesday.

On Wednesday morning, Pusztai and Susan were told to hand over their data.  All
GM work was stopped immediately and Pusztai's team was dispersed.  His three PhD students were moved to other areas.  He was threatened with legal action if he spoke to anyone.  His phone calls and emails were diverted.

The Rowett press machinery was adopting Orwellian overtones and beginning to change the official story.  First they said Pusztai had got muddled with the wrong potatoes, then that the experiments had not been done, but finally they reported that Pusztai had done the right experiments but the results were not ready yet.

Other disputed events happened on the Tuesday too.  Two phone calls, Pusztai says he was told, were put through to James from the
Prime Minister's office.  One was "around noon, the other was slightly earlier."   He learned this information from two different employees at the Rowett, who could be sacked if their identities were known. The Pusztais were also later told by someone at the Rowett, currently in a senior management position at the Institute, that Bill Clinton had phoned Blair and told him to sort out the problem.  "That was the beginning of all the trouble -- Arpad was sacked as a consequence of what was said in those phone calls," says a friend.

The events of August 1998 have always puzzled Stanley Ewen, then a top pathologist from the University of Aberdeen who had worked with Pusztai for over a decade.  Ewen too had often wondered what caused the sudden turn-around at the Rowett.

Speaking about the incident for the first time, now he is retired from the University of Aberdeen, he confirms the Pusztais' stories, but crucially he was told by yet another senior member of the Rowett.  This makes four separate Rowett personnel who have spoken in private about the phone calls.  "
On Tuesday, Blair phoned the Rowett twice, although everybody denies it,"  Ewen says.

Another ex-employee who was prepared to talk is Professor Robert Yrskov OBE.  Professor Yrskov, one of the UK's leading experts in ruminant nutrition, worked at the Rowett for 33 years.  He too was told about the phone calls, and told that the phone calls went from
Monsanto to Clinton to Blair.  "Clinton rang Blair and Blair rang James -- you better keep that man [Pusztai] shut up.  James didn't know what to do.  Instead of telling him to keep his mouth shut, they should have told him to say it needs more work.  But there is no doubt that he was pushed by Blair to do something."

It’s a well-known fact that Blair had been persuaded to back
GM by Clinton, leading even the BBC to remark that in the GM debate "a question mark remains over the government's independence of pressure from Washington."  In the mid-1990s the Clinton administration was backing the biotech industry "second to none."  One White House staff member said the 1990s were going to be the decade of "successful commercialisation of agricultural biotechnology products."

When Pusztai spoke out in August 1998, the new Labour administration was  already beginning to shape government policy for its second term.  It was  looking for drivers of the economy that could be trusted to deliver the  growth and hence results that Labour needed.  High-tech industries, such as
biotechnology, were to be the central cogs of the engine that would drive the Blairite revolution, and deliver the coveted second term.  What Pusztai was saying could literally derail an entire industry and with it many of the hopes and aspirations of New Labour.


PUSZTAI BACKED BY COLLEAGUES
By the end of 1998, the Pusztai saga could have slowly subsided, with the scientist forbidden to talk to inquiring journalists.  But wherever he went, scientific colleagues were curious to find out what had really happened to their colleague.  Although banned from talking to the press, he was not banned from talking to other scientists outside the Rowett.  In February 1999, 30 international scientists from 13 countries published a memo supporting Pusztai that was published in the Guardian which sparked a media frenzy over GM.

A week later a secret committee met to counter the growing alarm over
GM.  Contrary to reassurances by the government that GM food was safe, the minutes show the cross departmental committee formed to deal with the crisis, called MISC6, knew the reassurances were premature.  It "requested" a paper by the Chief Medical Officer (CMO) and the Chief Scientific Advisor (CSA) on the "human health implications of GM foods."

What would happen, the minutes asked, if the CMO/CSA's
paper "shows up any doubts?  We will be pressurised to ban them immediately.  What if it says that we need evidence of long-term effects?  This will look like we are not sure about their safety."


THE "STAR CHAMBER"
That very same day - 19 February - The Royal Society publicly waded into the Pusztai controversy saying it was going to review the evidence on GM, but Pusztai argues it was nothing more than an attack on him.  "Their remit was to screw me and they screwed me. They have never done it before and I had never submitted anything to them.  They took on a role in which they were the prosecutors, the judges and they tried to be the executioners as well.  I see no reason why I should have cooperated with them in my own hanging."

But hung he was.  On 18 May 1999, the Royal Society issued its damning verdict against Pusztai, at a press conference.  The report said that Pusztai's work was "
flawed in many aspects of design, execution and analysis and that no conclusions should be drawn from it."  The same day, 18 May, the House of Commons Science and Technology Select Committee attacked Pusztai too.

It’s beyond coincidence that The Royal Society and the Science and Select Committee published on the same day.  Political insiders say that pressure was put on the Science and Technology Committee and The Royal Society to discredit Pusztai, thereby enabling the government to take control again.

This behind-the-scene coordination was partly revealed by a memo showing that the government had set up a "
Biotechnology Presentation Group," which included senior Ministers.  A decision was taken to "present the government's stance as a single package by way of an oral statement in the House. This would allow the government to get on the front foot."

This is exactly what happened.  On 21 May, just 3 days after The Royal Society and Select Committee published, Jack Cunningham said this in the House of Commons: "
Biotechnology is an important and exciting area of scientific advance that offers enormous opportunities for improving our quality of life."

Cunningham then laid his killer punch: "
The Royal Society this week convincingly dismissed as wholly misleading the results of some recent research into potatoes, and the misinterpretation of it.  There is no evidence to suggest that any GM foods on sale in this country are harmful."


THE LANCET
However Pusztai and Ewen had submitted a paper to the Lancet, which was finally published in October 1999.  Ewen faxed a copy of the article to the Rowett before publication, as Pusztai was still required to show them any papers based on his work there.  However publication was delayed by two weeks for technical reasons.  "The rubbishing brigade had been given 2 weeks to do the dirty on the article. I was almost sure they would stop it," says Pusztai.

First of all came the misinformation.  "
SCIENTISTS REVOLT AT PUBLICATION OF 'FLAWED' GM STUDY," ran The Independent, "the study that sparked the furore over genetically modified food has failed the ultimate test of scientific credibility."  Connor said that the referees were against publication.

However four out of the six reviewers were for publication.  "
A clear majority of The Lancet's reviewers were in favour," says Richard Horton, the editor of the Lancet.  Then came the "threats."  Three days after The Independent article, Richard Horton received a phone call from Professor Lachmann, the former Vice-President and Biological Secretary of The Royal Society and President of the Academy of Medical Sciences.

According to Horton, Professor Lachmann threatened that his job would be at risk if he published Pusztai's paper, and called Horton "
immoral" for publishing something he knew to be "untrue."  Towards the end of the conversation Horton maintains that Lachmann said that if he published this would "have implications for his personal position" as editor.  Lachmann confirms that he rang Horton but vehemently denies that he threatened him.

After the article was published, Horton and The Lancet were once again attacked for publishing the work, by the biotechnology industry and The Royal Society.  Horton likened the actions of the Royal Society to a "
Star Chamber."  The publication of The Lancet paper also had a detrimental effect on Stanley Ewen's long-term employment with the University of Aberdeen, and rather than get recognition for his work, all he seemed to get was anguish.

"
I felt that I had done so much work that had been unacknowledged," says the pathologist.  "I felt I deserved some recognition, but this was being blocked at a very high level. It wasn't helpful to my career.  When you do these sorts of things it’s very difficult for your pension.  Because that’s what it comes down to in the final analysis: money." Eventually he felt that he had no option left, and he retired on the 26 March, 2001.  He now works as a consultant to the NHS.


WHY HAVE THE EXPERIMENTS NEVER BEEN REPEATED?
But the fundamental flaw in the scientific establishment's response is that in 1999 everyone agreed that more work was needed.  3 years later, that work remains to be undertaken.  A scientific body, like The Royal Society, that allocates millions in research funds every year, could have funded a repeat of Pusztai's experiments.  Is it that it’s easier to say there’s no evidence to support his claim, because no evidence exists, than it is to say that no one has looked?

BILL TO PROHIBIT INTERSTATE COMMERCE OF BIG CATS
A bill to ban the interstate commerce of big cats such as lions, tigers, leopards, and cougars has been introduced in the Senate.  If passed, the bill would help discourage the keeping of big cats as "pets", a problem that has reached epidemic proportions in the U.S. where the number, some of whom belong to endangered species, far exceeds the number of these animals in the wild.

Exotic animals like big cats are often acquired through newspaper ads or on the Internet on a whim by individuals with little to no knowledge of their care.  As a result, the animals often end up suffering from
malnutrition, an unsuitable environment, loneliness, mutilation, and the stress of confinement.  Many animals are discarded after their novelty wears thin and may end up as curiosity displays in roadside or travelling "attractions", set loose in the naïve hope they’ll be able to fend for themselves, sent to hunting ranches or laboratories, or "recycled" back into the pet trade.

Both the House and Senate versions of this important bill have passed in their respective committees.  The bills now go to the House and Senate floors for a vote.  It is crucial that you contact both your representative and your 2 senators immediately to ask that they vote in favour of these bills. referred to as

Japan in a new global landscape
1980s:
Japan as a global economic power
The first period in which Japan’s self-defined global role was clearly established was in the 1980s.  It was only in the middle of this decade that Japan portrayed itself as a systemic supporter of the United States-led international system.  Its logic was that in tandem with the growing size of Japan’s economy, it could not afford to be a ‘free rider’ on the international economic system led by the United States.  This meant Japan had to be involved with a number of international economic institutions like the GATT, the World Bank and the IMF and the Group of Five (the last of which was inaugurated in 1975 with the ostensible aim of shoring up the economic cooperation and coordination of five major advanced countries).

Needless to say, Japan was concerned to avoid being denounced as a spoiler or challenger of this system.  Its self-defined role within it was narrowly economic.  Even when led by Yasuhiro Nakasone, the most nationalistically-inclined prime minister in its modern history, Japan’s government and its anti-militarist public did not move very far apart throughout the 1980s.  The guiding spirit was to become a good citizen of the international economic system, especially when the United States was plagued by large double deficits (federal and trade) and apprehensive about its eventual decline.

Two major noteworthy actions were taken to support this policy.  One was the trade liberalisation package which enabled Japan to boast nearly zero tariffs on most manufactured goods; the other was the systematic action based on what was called the
Maekawa Report, which enabled a huge amount of savings in the Japanese yen to flow to the United States and thus helped the United States economy to sustain its double deficits.

This self-defined economic role had its internal drivers as well.  Japan’s economic miracle had taken heavy blows from the two energy crises of the 1970s.  Its vaunted developmental state started to wane also.  But this was to some extent masked by the global context of economic troubles and the then somewhat exaggerated Soviet menace.

Indeed, the latter helped to stiffen the backbone of the long, post-1955
Liberal Democratic Party (LDP) rule which had been able to rely on high economic growth and the equalisation of social policy dividends.  This is why the right-wing LDP politician, Yasuhiro Nakasone, became the staunchest pro-United States prime minister since Shigeru Yoshida, prime minister at the time of the San Francisco Peace Treaty of 1951.  When a country is trying to adapt to an uncertain terrain, you need to articulate an appealing national identity and role.

1990s: Japan as global civilian power
The second phase of Japan’s search for a self-defined global role came with the end of the cold war.  This gave a golden opportunity for anti-militarist states like Japan and Germany to propose their ideal role: that of a global civilian power.  They renounce war; they are rich; they are eager to do some virtuous things to the rest of the world in ways that suit their constitutional and other frameworks yet are still compatible with the alliance with the United States.

By the early 1990s, the use of strategic nuclear forces ceased to be a real possibility; the obsolescence of wars among major powers looked a fairly solid reality.  At the same time, the dramatically increased salience of civil conflicts and ‘small’ wars meant that anti-militarist states still hesitated to play a role in areas like peacekeeping and economic reconstruction in post-conflict situations.

However, with Boutros-Boutros Ghali leading the United Nations in the first half of the 1990s, Japan and Germany participated in the rising trend of worldwide civilian involvement in peacekeeping operations, refugee aid, food delivery and developmental assistance.  Accordingly, domestic legislation was carried through to enable Japan to send military forces abroad for both peacekeeping and economic reconstruction purposes .

Thus, 250 Self-Defence Forces (SDF) troops were sent to Cambodia for its peace-building and peacekeeping operations in 1991-1992, the first time to a region of south-east Asia where Japan’s past history had prevented the country from participating in United Nations peacekeeping operations.  Though on a smaller scale, SDF troops were also sent to Namibia, Rwanda, the Golan Heights and some other places in the 1990s.

In 1999, the largest contingent yet  750 Japanese troops  was sent to East Timor for peacekeeping and economic construction.  This time its peacekeeping operations were not only in Asia but, perhaps more significantly, shoulder-to-shoulder with other Asia troops, including the Korean peacekeeping force of equal size.  All of these were of course based on United Nations resolutions.

In all these operations, Japan’s priorities have been peacekeeping after a ceasefire, and economic reconstruction.  The key concept guiding Japanese participation is human security with an emphasis on health, food, education, water, energy, communication, transportation on the basis of law and order secured after an end to armed hostilities.

This global civilian power concept suited Japan’s domestic politics as well.  The end of the cold war increased the pacifist expectation that the world beyond the cold war might be a world without military alliances and that an enhanced United Nations, with Japan included as a permanent member of an enlarged Security Council, would invigorate its global role.

Since neither of these expectations proved easy to fulfil, the concept of a global civilian power turned out to be a serendipitous helping hand.  At home, the 38-year long Liberal Democratic rule came to an end in 1993.  A
Social Democratic prime minister, Tomiichi Murayama, came to office courtesy of a coalition with the Liberal Democratic Party; Murayama’s party naturally and enthusiastically rode on the concept.

It’s an irony that it was this Social Democratic prime minister who had to undertake a difficult alliance adjustment when confronted by the Korean crisis of 1993-1994 and the Taiwan Strait crisis of 1995-1996.  The Japan-United States defence cooperation guideline was drawn up precisely to tackle security crises of this kind.

2001 on: Japan as global power for justice
The third phase in Japan’s search for a self-defined global role opened with 11 September 2001.  In its aftermath, Japan joined those partners willing to combat a form of terrorism widely-spread and of an unprecedented scale and nature .  This new role is very significant in Japan’s evolving conception because it combines the element of justice with the element of order.

The previously self-defined roles  of a systemic supporter and a global civilian power  each took for granted an international system led by the United States.  To help sustain it was considered as Japan’s priority; within that, its choice was merely to extend more help or less help.

But after
9/11, Japan had to choose between two opposing options: join the United States-led anti-terrorist front or stick to the less coercive action against terrorism sanctioned by the United Nations.  Needless to say, Japan has continuously reinforced in practice the values and norms it shares with the United States, the Group of Eight (G8) countries and broadly the west as a whole whenever it carries out international action.  But it is important to emphasise the fact that, this time, Japan has to choose which action carries more justice and less evil.

Thus, judgment about justice entered the vocabulary of Japanese diplomacy on a fuller and more explicit scale than ever before.  This of course constitutes part of what John Vincent calls the ‘
diplomacy of justice’; but it represents also an unmistakable departure from those days when a Japanese political leader could be ridiculed  as in the case of a notorious remark by Charles de Gaulle  as ‘a transistor salesman’.

Looked at from inside, Japan’s new self-defined role as a willing partner suits the pervasive mood in Japan that one of its neighbours,
North Korea, is indeed a member of the ‘axis of evil’  a state which has engaged in the (now admitted) development of nuclear weapons and missiles, the illicit trade of weapons and drugs, and the abductions of Japanese citizens.

Although Japan does not want the United States to engineer a regime change in Pyongyang, as it did successively in Afghanistan and Iraq, Japan does want Pyongyang to stop what many consider uncivilised actions.  While the majority of the Japanese public remains staunchly anti-militarist, the country cannot help but rely on the United States to coercively negotiate with Pyongyang to stop these uncivilised actions.

Japan in a new global landscape
Prime minister Junichiro Koizumi faces an election for the presidency of his Liberal Democratic Party in September 2003.  The next general election is expected to take place in November.  The two largest opposition parties, Democrats and Liberals, have recently agreed to merge their parties in an attempt to capture power from the LDP.  The two major issues in the general election are likely to be the economy and policy towards the “axis of evil” countries  North Korea, Iraq and Iran.

The issue of manufacturing/manipulating intelligence to dramatically justify the Iraq war which has been haunting the United States and the United Kingdom governments has not yet seriously damaged the Japanese government.  This is because  to return to the point made at the outset  Junichiro Koizumi’s statement supporting the war was couched only in the language of rejection of Iraq’s steadfast non-compliance with a series of United Nations resolutions since 1991; and this point was reinforced by the prime minister’s pledge to President Bush (made in May 2003 at Crawford, Texas) to restrict post-war assistance to Iraq’s economic reconstruction.

Nevertheless, it is clear that with the war over Iraq and its painful aftermath, Japan has entered a divisive and unknown territory called justice in global politics.

applying the ‘scientific’ method of making as few assumptions as poss, it’s 100% LIKELY to me that Arabs WANTED to do it and would eventually do it (my real surprise was that it took them so long), and, say, 50% max on the neo-cons.

there’s something going on, culturally, in that many americans, no matter how ‘alternative’, have nevertheless had the full brainwash like everyone else, and seem to automatically assume that EVERYTHING is somehow based in the US.  have no doubt there’ll be loadsa yanks who think they kicked off rave culture :) 

and i further guess that the ruling elite actually ENCOURAGE the view that they did it to themselves.  why?  because
a) THE LAST THING THE NEO-CON XTIAN RIGHT WANTS IS FOR AMERICAN CITIZENS TO REALISE HOW BADLY THEIR  POLITICAL ELITE HAVE BEEN AND ARE ABUSING THE REST OF THE WORLD TO KEEP THEM IN THEIR OBESITY, AND PARTICULARLY THE OIL-BEARING ARABS. 
b) as soon as a normal american citizen sees the claim that Bush flew all 4 fookin planes hisself they turn away from the ‘loony left’ and refuse to read any of the REAL stuff.  (which is the LAST RESULT i wanna see from all this :)

>> there have been several bin laden tapes, each less believable as u say.  however nobody particularly disputed his first couple of tapes (this is long before the afghan invasion was even mentioned remember).  what actually happened, however, was that most of our media didn’t publish the full transcript.  the UP! did of course and u can check in the Archives on our site.  he was very very clear that he wanted all satanic western forces out of the arab holy lands, and that there would be more trouble from “all good muslims” if they were not removed.  the rest is HIStory, instead of HERstory of course :)

the FBI did create a post-9/11 fictional tape as 'evidence' and what it said was extremely indistinct and the US translation given did not well correlate with what Arabs averred it seemed to be saying; and this was part of a wider pattern of the FBI creating absurd 'evidence' like Korans left in taxis and wills stowed in aircraft luggage left behind by 'the hijackers.'
But I've only read this, I haven't seen any tape.

Beginning January, under new British government plans, cannabis smokers with small amounts of cannabis for personal use need no longer fear being arrested.  

According to new guidelines issued yesterday by the Association of Chief Police Officers, users will receive a verbal warning on the street, the drug will be confiscated in a special sealed, signed container, and a record of the incident will be noted by officers.  Such a warning will not constitute a criminal record.

Cannabis will be downgraded to a Class C drug, although people smoking near schools and playgrounds will face arrest and have the herb confiscated.

In the usual British cop-out (“Keep em guessing”) the new police guidelines do not specify what the personal limit is. 

Anyway, plans for a “3 strikes and you’re out” system for those repeatedly caught with the drug have been abandoned.
