the super-rich, fundamentalist xtian elite in charge of America at the time chose the OR ELSE, and, despite being warned off by the vast majority of the planet’s population, opted to INCREASE repression / brutality / exploitation against the victims.  this they did, fooling a large section of the opposition into supporting them by vastly exaggerating the threats and by plain lying, powering over the wise who were warning this would only massively increase resistance and insecurity, while uniting all Arabs/Muslims (and the rest of the planet) against america and the west.

so they unilaterally and pre-emptively invaded and trashed 2 sovereign nations, denigrated the U.N and all governments which refused to join their coalition of the bribed and bullied, resumed efforts to develop tactical nuclear weapons, pulled out of every international agreement except the ones they controlled (

THE “LEISURE” THEY PROMISED?
Peter Donaldson
died recently, aged only 67.  His little book10 x Economics’ was written at the beginning of the technological revolution, a time of mass unemployment in the UK at the beginning of the Thatcher years.

Chapter 9, Work without Workers, deals with the effects of the new technology on work and employment and outlines various possible scenarios.  Perhaps the most significant comments he makes are about the need to share the the benefits of the new technology, not least by giving us all more welfare and more leisure.


"There is an alternative approach to the new technology. Instead of seeking ways of achieving full employment based on conventional norms, we could revise these norms in such a way that the breakthrough on the technological front presents an opportunity of increasing, rather than a threat of diminishing welfare. 
“The ability to produce similar or even growing levels of output with reduced human effort offers the possibility of a major redistribution between work and leisure.
“Through the new technology, many unpleasant, dirty or dangerous jobs may be eliminated altogether.  In other cases , there will be scope for a substantial reduction in the proportion of people’s lives they have to spend on work that affords then little or no satisfaction. The advantages already enjoyed by a few could be spread to the many.
A shorter working week, longer holidays, regular sabbaticals for retraining or further education - all ways in which increased leisure could be shared among all the community."

But Donaldson goes on to say: " …we have not so far evolved the methods for ensuring that the new technology leads to these desirable results - that the work, income and leisure which it generates will be equitably distributed."


THE “GREAT DANGER”
"Indeed, the great danger is that this will not happen.  Instead there will be a redistribution of income in favour of those directly involved with the new technology and against those unfortunate enough to work in occupations where it is least applicable - plus the growing numbers of unemployed. 
“This could take the form of a double shift, from wages to profits as capital becomes increasingly substituted for labour; and within the wage -earning group , towards those in a particularly strong bargaining position where workers remaining in employment can command high differentials over others”.
We would then be experiencing Professor Meade’s nightmare of the Brave New Capitalists’ Paradise: ‘Wage rates would be depressed; there would be a large expansion of the production of the labour-intensive goods and services which would be demanded by the few multi-millionaires; we would be back in a super-world of an immiserised proletariat and of butlers, footmen, kitchen maids and other hangers on." (J.E Meade, Efficiency, Equality and the Ownership of Property, 1964)

”The essential problem is how to harness the new techniques so that the potential benefits are equitably distributed… The provision of leisure facilities, better education & medical care, and improving the infrastructure of the economy are some of the many examples of socially useful production which can enhance the quality of life, part of which may be enjoyed in the form of increased leisure itself.
“The alternative, that the fruits of the new technology will consist of the production of new generations of electronic gadgets for the benefit of the relatively high-paid who escape the growing ranks of the unemployed, is not a very attractive one but is the likely outcome of reliance on market forces to determine the distribution of income and the composition of output."

PD was mainly aiming to counter the return to pre-Keynesian neo-liberal economic theory and policy.  He didn’t , of course, succeed and these wretched policies are still with us and having just the effects that he predicted - "private wealth and public squalor, depletion of global resources,.. increased inequalities, human distress and social dissatisfaction, with one third of the world living off the backs of the other two-thirds".

All this because of the "growthmania" of businesses and politicians insisting on the model of unregulated disequalising market forces instead of the wiser alternative of "greater selective State intervention in the working of the economy and increased worker participation in economic decision making".  For, he said, "the problems which will have to be faced will be essentially human ones…. not of how to produce more for the sake of producing more - but what to produce, how many people should be involved in its production, and what satisfaction they derive from their working and leisure lives. They will be questions about what constitutes a fair and acceptable income, not just between individuals but between different parts of the country and different countries of the world." CHENEY'S COVER-UP

former White House counsel for Nixon during the Watergate investigations.

This month, GAO, the General Accounting Office, issued a report that contains several Watergate type bombshells.  GAO, being the investigative and auditing arm of Congress, couches them in very polite language.

Entitled "
Energy Task Force: Process Used to Develop the National Energy Policy" - with an accompanying Chronology  it strongly implies that
a)      this administration has been paying off its heavy-hitting energy industry contributors
b)      Vice President Dick Cheney lied to Congress.

How Cheney Stonewalled GAO
Energy industry special interests were big-dollar contributors to the Bush-Cheney campaign, and will doubtless be called upon once again in 2004 election.

Very much in their debt, the newly elected Bush put Cheney in charge of developing the National Energy Policy, and Cheney convened an
Energy Task Force.

But Cheney had headed
Halliburton, exactly the kind of big-dollar Republican energy industry contributor who’d helped Bush-Cheney win in the first place.

Now, the
Energy Task Force might have operated in absolute secrecy, were it not for GAO - a totally non-partisan agency with statutory authority to investigate "all matters related to the receipt, disbursement, and use of public money."   It judges and reports to Congress the expenditures and effectiveness of public programs.

To fulfil its legal responsibility,
GAO sought documents from Vice-President Cheney on Energy Task Force expenditures.  But, in a literally unprecedented move, the White House refused!  And, amazingly, it didn’t even bother to claim executive privilege, let alone “national security”.  It simply refused.
On August 2, 2001,
Vice President Cheney sent a personally signed letter to Congress demanding it get the Comptroller off his back, claiming that his staff had already provided "
documents responsive to the Comptroller General's inquiry concerning the costs associated with the [Energy task force's] work."  This turned out to be a lie, a Lie to Congress,  read on.

In the end,
GAO had to go to court, but lost,  though the decision was incorrect.

Next, the Comptroller General announced
GAO's decision not to appeal, saying he feared another adverse decision would cause the agency to lose even more power, more permanently.  Several news accounts suggest it was the Republican leadership of Congress that stopped the appeal.

Annual Report Reveals Cheney Lied re “Responsive Documents”
Then this August's Report was issued.  Obviously it was far from the normally thorough
GAO Report.   Indeed, GAO's Comptroller General has stressed that "the Vice President's persistent denial of access to" records" precluded GAO from fully achieving our objectives.")

The Report shows that Cheney's claim (to Congress!) that responsive documents were provided to GAO, was plainly false.  According to the Report, Cheney provided 77 pages of documents.  To any lawyer, a mere 77-page document production seems suspiciously slim - especially when it’s meant to represent information from a group of people on a fairly broad topic.  Surely there were more documents that were not turned over.

Moreover, it turned out that the documents that were turned over were useless: "
The materials were virtually impossible to analyse, as they consisted, for example, of pages with dollar amounts but no indication of the nature or purpose of the expenditure."  They were further described as "predominantly reimbursement requests, assorted telephone bills and random items, such as the executive director's credit card receipt for pizza."

In sum, the incomplete document production was not only
nonresponsive - it was insulting.  So the GAO pressed for responsive documents numerous times, by phone calls, letters  and meetings.

Perhaps the most pointed was a letter from the Comptroller to the Vice President, noting that
GAO had been given “77 pages of miscellaneous records purporting to relate to these direct and indirect costs.  Because the relevance of these records is unclear, we continue to request all records responsive to our request, including any records that clarify the nature and purpose of the costs."

False Statement On Responsive Documents Had To Be Intentional
Despite receiving this letter, Cheney still claimed to Congress a few weeks later that
”responsive” documents had been produced.  There can be no question as to whether he was aware of this particular letter from the Comptroller complaining about the 77 pages of documents' being “unresponsive” because he even attached it to his own letter to Congress, as part of a chronology.  And again, he personally signed that letter.

Nor can there be any question that Cheney knows what it means “
to produce responsive documents” - and not to do so, for, in the very same paragraph of his letter to Congress where he claims he was responsive, he makes a lesser claim with respect to another GAO request by stating that there, he’d merely "provided substantial responses."  Clearly he is familiar with the difference between being responsive, offering a substantial response, and sending insulting non-responsive materials like unexplained phone bills, columns of unidentified figures, and a pizza receipt.

Cheney's claim to have produced responsive documents was therefore
a)      a false statement
b)      an intentional one.
 
Which means it’s also a criminal offence -- a false statement to Congress.

GAO's Polite Tone Belies Shocking Evidence In Its Report
The straight arrows at GAO were no doubt horrified that the Vice President, the Constitutional presiding officer of the U.S. Senate, would deliberately mislead the Congress with such blatant misinformation.

Being non-partisan, they refrain from accusing the Vice President of this crime. But their Report quietly -- but tellingly -- notes that the Vice President's team "
solicited input from, or received information and advice from non-federal energy stakeholders, principally petroleum, coal, nuclear, natural gas, and electricity industry representatives and lobbyists."

In plain speak: if the VP is not trying to cover up that he allowed big energy interests, including past contributors, a large role in settling the country’s energy policy,
why all the secrecy?  That’s what other observers have suspected - and what’s been rumoured from the beginning.  Thanks to GAO, we now know for certain that he lied to Congress to cover up something, and there’s little doubt in my mind as to what that is.

Joseph Wilson
is accusing the White House of orchestrating a smear campaign against him and his wife. “Although I’m untouchable they are trying to scare any other whistleblowers” he said recently.
Wilson gained headlines when he revealed that he had personally travelled to Niger in 2002 in a
CIA-financed trip to investigate any nuclear link between the African nation and Iraq.  He set off a firestorm of debate when he told the media that the White House and CIA were both warned in 2002 of his findings.
Wilson now says the White House deliberately leaked to the press that his wife, Valerie Plame, is a covert
CIA operative thus damaging her career and compromising past missions.

Writing on the
Nation website, David Corn points out that whoever within the Bush administration outed Wilson’s wife may have committed treason.  Disclosing information that identifies covert agents violates the Intelligence Identities Protection Act of 1982.

Robert Novak who said “government officials” leaked him the information.

4.  On the red shift piece [big bang] last week, what the fuck does it matter what we think on this point, bit like a virus worrying about how exactly the body it's living in came into being.  It's so much bigger than us that there's no point wasting time on it, and rather pretentious to even try, a result of ego.  My own view is that the big bang did happen and was the result of a big implosion which followed the previous big bang, and that it's a pulse which has been going forever and will continue infinitely to repeat.  When all the matter falls towards one infinitely small point and becomes infinitely dense - a big bang happens and it all flies apart again [amazing that Hinduism got there in a sense a long time ago, but without any understanding of the actual science].

You commit the cardinal sin - in my eyes - in this week's UP of using the awful 'bored of' which I've observed making inroads with the younger generations over the last few years.  It's bored with, whereas tired of  is correct.  It's a gradual, almost imperceptible, diluting of the language rules, presumably so that the truly ignorant don't feel disadvantaged or inferior

6. I was interested in the 'rave' comments you featured and your answers.  The quote 'taking loads of drugs and waving your arms in the air to stroboscopes'  was about how I saw that whole thing.  I do know that it's all internal with drug taking and on the outside nothing much can seem to be happening, but I never got how a bunch of people jumping and sweating to repetitive music which had no lyrics were going to achieve anything revolutionary.  I saw it as that generation's inability to cope with the reality which was/is the modern world, escaping into an ersatz nirvana [head in the sand] where they truly believed they loved everyone and the nasty, brutish, unfair world receded.  But once the chemicals wore off they found they didn't even like most people, so they took more because they preferred to feel loving.  There is some evidence to suggest that long term use can lead to depression, which makes sense as who wants euphoria to stop and reality to smash its way back in?  What if this whole generation get long term depression and have to be institutionalised or put on [highly addictive] anti-depressants?

MUST THE WALL CUT OUR CAMPUS IN 2?
(An emergency appeal by Professor Sari Nusseibeh, the University president)
Al-Quds University, whose major campus straddles the imaginary municipal line between Jerusalem and the West Bank, is next on line in Israel's relentless Wall program.  Some of the IDF's contracted huge machinery now park in the seized university's main campus grounds, in the middle of the football field. 
Slated for takeover is almost one third of the University grounds, with a specially preserved pine wood, and areas in which the University had hopes it would develop student sports facilities and a botanical garden.
The University, home to 6000 students, has for the past few years been in the forefront of the campaign to encourage Israeli-Palestinian academic cooperation. The University campus has largely been quiet during the past 3 years of bloody confrontation, with students intent, when allowed to reach the campus, on pursuing their research and studies.
The erection of a high cement wall in its midst, blocking the natural view across the valley, cannot but be an indelible statement of
enmity, aggression, and political as well as human failure.  This negative statement, written in concrete blocks in the face of university students, stands in direct opposition to the positive educational values we try to propagate, such as the necessity of breaking down the barriers of enmity, and the building of bridges of understanding to enhance the prospects for peace.
We at the University sadly realise that the
Wall is currently an irreversible project, a symbol of the failure of politicians and self-professed peace-makers. However, we believe it is possible, even obligatory, especially at this campus location, to minimise its negative psychological effects on our student population. The Wall could easily be built further down the valley, or be the western wall of the campus which the Municipality has prevented us from building. The presumed security imperative would not be affected by such an adjustment. But the political and psychological damage would be immeasurably reduced.

HOWARD DEAN V the LIBERAL PUNDITOCRACY

Most liberals are overjoyed about Howard Dean.  After all, he’s finally succeeding where the Democratic Party has failed for years: landing some punches on George W. and his right-wing spear-throwers.
Howard Dean has brought more passion to the Democratic primary than all of his opponents combined.  So it's no surprise that
liberals are driving up Dean's poll numbers.  After years of feeling cheated and attacked, liberals are mad as hell and don't want to take it anymore.  There is, however, one significant exception: the liberal punditocracy.
It's next to impossible to find a lefty columnist or talking head from inside the Beltway who's said nice things about the Democratic firebrand.  Instead, they fret that Dean has a "temper."  (The
New Republic recently ran a cover of Dean which made him look like Hitler circa 1939 -- all it lacked was for someone to pencil in a little moustache on his upper lip.)
The pundits snort that he’s resorting to the same tactics nasty conservatives use. 
Well, no, actually, he isn't.  He's trying to correct the other side.  There's a big difference.  And saying that everyone involved in this debate is morally equivalent is just sloppy thinking dressed up as "
objectivity."
"
Liberal scriveners may improve their team's political lot by matching the conservative investment in liar-liar stock, but it will come at the expense of their credibility," says Slate's Jack Shafer in an exquisite summation of the punditocracy's conventional wisdom.

But to attack a lie is not the same as to tell a lie.  Would Shafer prefer that Democrats just sit back and get pounded for a few more years, secure in the knowledge that, even though they're getting their asses kicked, at least they're right?
It didn't work so well in 2000.  And yet, it's exactly the attitude that many liberal pundits take towards Dean.  His passion makes them queasy.  Why are they so afraid of liberals who fight back?
It's an important question, because it gets at the issue of why conservatives have so dominated political discussion in recent years.  The answer has something to do with the innate distaste for
populism acquired by anyone who lives in Washington for too long, and something to do with the aging (and mellowing) of lefty Baby Boomers.  Now that they're older, they like their passion in Viagra-sized doses.
But those answers feel insufficient. After all, Dean is a baby boomer, and he’s passionate.  But he’s hardly a wild-eyed radical either.  Dean went to Yale, which is about as far from grassroots as you can get, and he’s a centrist Democrat.  Howard Dean speaks from the heart, but his policies aren't so different from Bill Clinton's.

No, there's something about a particular strain of liberalism --
neo-liberalism -- that dislikes populism, distrusts emotion, and fears conviction that is based both in the head and the heart.  Neo-liberals, who tend to be a wonky, high-minded bunch, don't trust passion; they've intellectualised it right out of their political equations.  Just think about some of the neoliberals' favourite candidates of recent years: Bruce Babbit, Michael Dukakis, Al Gore, Gary Hart.  All were deeply smart.  But when they spoke, all of them left you feeling underwhelmed, as if you'd had a Power Bar for dinner.  Bill Clinton's rare genius, on the other hand, was that he combined both passion and intelligence.

It's possible, I suppose, that Democratic candidates could win without the kind of passion that Dean manifests. (Al Gore did.)  But if they're not passionate, what's the point?

Monsanto's
monopoly patent on glyphosate, the active ingredient in Roundup, the top-selling herbicide in the world, traditional source of almost half of the company's profits, has expired.  Now Monsanto's competitors, such as Syngenta (formerly Novartis), are selling glyphosate as well, at reduced prices, slicing away at Monsanto's life support.  In Australia, Monsanto has stopped selling glyphosate altogether, with lower-priced Chinese imports taking over the market.

Monsanto has also admitted to investors that its sales of Roundup will continue to decline, from its current global market share of 77% to the low 60's by 2005.  Meanwhile the price per gallon Monsanto receives for Roundup is expected to drop from $23 to $14-15 per gallon by 2005.
Meanwhile weeds such  as
marestail (horsetail), rye grass, and hemp grass are starting to develop resistance to glyphosate, a literal death sentence for Roundup-Ready crops, which comprise 71% of the world's GMOs.  In Arkansas, a full 20% of the state's 3 million acres of Roundup Ready soybeans and cotton are sprouting herbicide-resistant marestail weeds.
