The Telegraph group is controlled by Lord and Lady Black (Barbara Amiel), two of Sharon's and Israel's most vociferous supporters.  On Black's board of directors sit Richard Perle and Henry Kissinger, as did once Margaret Thatcher.  I mention this so you'll know what we're up against, and the bitter and expensive fight on which I have embarked.

but suppose we throw away the rule book (surely not!  it’s all been worked out long ago, hazznt it!).  after all, social mores are constantly in flux, am sure i read that somewhere.  let’s consider, then, if we might relocate Kissing to the end of Step 2, the step that follows Step 1, the Meeting.  since we do, when meeting, kiss the cheeks, brows, hands and sometimes the lips of an under-defined class of strangers from family to old girlfriends and best friends’ girls and who knows let’s start kissing anyone we like all right?!

(the double-entendre lurking in Polite Society’s shadows & loins like the sunrise and the future) the 2nd must surely be a hundred times easier and more natural, indeed virtually undeniable, by which time alchemy should kick in if it’s going to and why shouldn’t it (once you’ve subtracted society’s current cognitive moral dissonance) and the 3rd and 4th should follow like embedded revelations being trip-wired till everybody’s cards are off the table!

by then i reckon it’s a smell thing as much as anything.  certainly it’s meta-darwinian survival, meaning it includes mere survival by sheathing one’s claws in Forever Time for the Love of All.

it might go like this.  seated at a cafe table, just met, been talking about these matters because, well, because i noticed somebody at another table reading a book on Tantra (turned out it was Readers Digest but no matte!), which naturally led to a discussion on, well, Tantra, during which i said i was a neo-tantric which really meant (when she inevitably asked:) someone who “tries to explore whatever appropriate range of possibilities and fantasies that coincide in the lovers, then, as she made comments, some of the above ideas got dropped in and thrown around for, say, a quarter of an hour, until i say, lightly:

“so, you know, if i see that the only way to freedom is by becoming a little freer every day, i mean it’s always been our right and now it’s a real possibility, then we not only
can but we must make our own choices in everything that harms nobody, not the mechanical ones we’ve always thought we ought to make, but really looking for new openings into a freer world,,, like... like, for example, what little thing right now would you like to do if we were all really free, something that might possibly be just a LITTLE too far but then maybe not, how can you ever know if you don’t try, right?

A REPUBLIC’S CITIZENS ARE ULTIMATELY RESPONSIBLE FOR GOVERNMENT’S ACTS
The most troubling aspect of the Iraq Attack is that the American public did not say "no" to the war (and to this day has not reversed its approval) even when the war rationale was contradicted publicly by their own intelligence community.
This public acceptance of the war is even more curious given the sordid history of presidential lying to the American people about wars in the past. 

·       In 1846, the Polk administration sent U.S. troops into a disputed region along the Texas-Mexican border to provoke Mexico into firing the first shot in the Mexican War.
·       In 1898, the McKinley administration used an explosion aboard the U.S. warship Maine in a Cuban harbour to take the country to war against Spain.  Most historians now believe the explosion was a total accident. 
·       In the 1916 election, Woodrow Wilson promised the American people he would keep the United States out of war; in 1917, the United States entered World War I.
·       In 1940, also an election year, Franklin Roosevelt promised to keep the country out of World War II, while actively trying to start a naval war with the Germans in the Atlantic and imposing provocative economic sanctions on Japan in the Pacific.
·       In 1964, Lyndon Johnson lied about an incident between U.S. and North Vietnamese ships in the Gulf of Tonkin to gain acceptance from Congress to escalate the war in Vietnam
·       To justify Operation Desert Storm, the first Bush administration cited satellite photos showing Iraqi forces massing on the Saudi Arabian border.  Curiously, simultaneous photographs from Russian satellites detected no military build-up. 

In all these cases, however, Americans trusted their government and only later found such trust misplaced.  The alarming thing about the Iraq Attack is that the American people had plenty of evidence before the war  from the president's own intelligence chief  that the Bush administration was exaggerating the threat. 
In a republic, aren't the people ultimately responsible for the policies their government adopts in their name?!

Most of the public seems to revel in its willingness to allow the U.S. Government  like the empires of old  to conduct "
patriotic" wars of conquest for glory.  The Founders of our nation  who realized that foreign wars lead to many ill-effects, both domestically and abroad  would find this misguided conception of "patriotism" very troubling indeed.

Relatively speaking, the Incas, founded in about AD1200, ran a far bigger empire than George Bush is even planning!  And they ran it for much longer!   Their dominions, at their height, covered almost all the Known Andean World, from Colombia to Chile, until they were defeated in the Spanish conquest of 1532

They maintained a vast network of roads, granaries, warehouses and a complex system of government.  Yet, uniquely, for such a significant civilisation,
THEY HAD NO WRITTEN LANGUAGE!


Well, that’s been the conventional view.  But now a leading scholar of South American antiquity presents the idea that the Inca did have a form of super-verbal communication written in an encoded language like the binary code of today's computers!


Khipu  the Rosetta stone of South America
Gary Urton, professor of anthropology at Harvard University, has re-analysed the complicated knotted strings of the Inca - decorative objects called khipu  to find that they contain a 7-bit binary code capable of conveying more than 1,500 separate units of information.
This completely flies in the face of the conventional view that they were, at most, mnemonic devices to help oral storytellers remember their lines  hence, not a form of written language because they’d have been understood only by their makers, or someone trained to recall the same story.

In the search for definitive proof of his discovery, Professor Urton believes he is close to finding the "
Rosetta stone" of South America, a khipu story that was translated into Spanish more than 400 years ago.  "We need something like a Rosetta khipu and I'm optimistic that we will find one" he says, referring to the basalt slab found at Rosetta, near Alexandria in Egypt, which allowed scholars to decipher a text written in Egyptian hieroglyphics from its demotic and Greek translations.

The khipu have been long accepted as more than just decorative.  As far back as the 1920s, historians demonstrated that the knots on the strings of some khipu were so arranged that they were a store of calculations, a textile version of an abacus.

Khipu can be immensely elaborate, composed of a main or primary cord to which are attached several pendant strings.  Each pendant can have secondary or subsidiary strings which may in turn carry further subsidiary or tertiary strings, arranged like the branches of a tree. 
Khipu can be made of cotton or wool, cross-weaved or spun into strings.  Different knots tied at various points along the strings give the khipu their distinctive appearance.
The Spanish recorded capturing one Inca native trying to conceal a khipu which, he said, recorded everything done in his homeland "both the good and the evil". 

Professor Urton's study found there are, theoretically, seven points in the making of a khipu where the maker could make a simple choice between two possibilities, a seven-bit binary code.  For instance, he or she could choose between weaving a string made of cotton or of wool, or they could weave in a "spin" or "ply" direction, or hang the pendant from the front of the primary string or from the back.  In a strict 7-bit code this would give
128 permutations (two to the power of seven).

However, explains the professor, because there were 24 possible colours that could be used in khipu construction, the actual permutations or
separate units of information are 1,536 (or two to the power of six, multiplied by 24) which is more than the 1,000 to 1,500 Sumerian cuneiform signs, and double the number of signs in the hieroglyphs of the ancient Egyptians!

This would mean that the Inca
·       invented a form of binary code 500 years before the invention of the computer!
·       and used it as part of the world’s only 3-dimensional written language. 
"They could have used it to represent a lot of information,  Each element could have been a name, an identity or an activity as part of telling a story or a myth.  It had considerable flexibility.  I think a skilled khipu-keeper would have recognised the language. They would have looked and felt and used their store of knowledge in much the way we do when reading words."


Most khipu were destroyed by the Spanish, but Professor Urton has discovered a collection of 32 khipu in a northern Peru burial site with Incan mummies dating from the time of the Spanish conquest.  He hopes to find a khipu that can be matched in some way with a document written in Spanish, a khipu translation.  He’s working with documents from the same period, indicating that the Spanish worked closely with at least one khipu-keeper.  "We have for the first time a set of khipu from a well-preserved and dated archaeological site, and documents that were being drawn up at the same time."

If he can find such a "khipu Rosetta," the professor will be able to prove that "Khipu had layers of complexity that would be unnecessary if they were straightforward mnemonic devices.”

GLOBOCOP PLANS MILITARY BASE IN GHANA
PENTAGON MOVING AT BREAKNECK SPEED TO RE-DEPLOY U.S. FORCES AND EQUIPMENT AROUND THE WORLD

The United States plans to use Ghana as one of it's bases to boost its military presence in Africa “to respond to new threats”.  Ghanaweb first reported this  on the "Rumor Mill" page under the title: US To station 1000 Troops In Ghana.  In an article "PENTAGON MOVING SWIFTLY TO BECOME 'GLOBOCOP'", Interpress confirms Ghanaweb's story.

While preparing sharp reductions in forces in Germany, Turkey and Saudi Arabia, U.S. military planners are talking about establishing semi- or permanent bases along a giant swathe of global territory -- increasingly referred to as
'THE ARC OF INSTABILITY' -- from the Caribbean Basin through Africa to South and Central Asia and across to North Korea.

The latest details, disclosed by the Wall Street Journal on Tuesday, include plans to increase U.S. forces in Djibouti on the Horn of Africa across the Red Sea from Yemen, set up semi-permanent 'forward bases' in Algeria, Morocco and possibly Tunisia, and establish smaller facilities in Senegal, Ghana and Mali that could be used to intervene in oil-rich West African countries, particularly Nigeria.

We are in the process of taking a fundamental look at our military posture worldwide,” said Deputy Defense Secretary Paul Wolfowitz to a meeting in Singapore, of military chiefs and defense ministers from throughout East Asia.  "We're facing a very different threat than any one we've faced historically."

12 years ago Wolfowitz argued in ‘Defence Planning Guidance' (DPG) for realigning U.S. forces globally so as to "retain pre-eminent responsibility for addressing selectively those wrongs which threaten not only our own interests, but those of our allies or friends.”   He also argued for "a unilateral U.S. defence guarantee" to Eastern Europe "preferably in cooperation with other NATO states," and the use of pre-emptive force against nations with weapons of mass destruction -- both of which are now codified as U.S. strategic doctrine.

The draft DPG also argued that U.S. military intervention should become a "
constant fixture" of the new world order.  It is precisely that capability towards which the Pentagon's force realignments appear to be directed.

pre-position equipment and personnel that would permit it to intervene with
overwhelming force within hours of the outbreak of any crisis.

U.S. global strategy would not be similar to Washington's position vis-à-vis the Caribbean Basin in the early 20th century, when U.S. intervention from bases stretching from Puerto Rico to Panama became a "constant feature" of the region.

It’s also not that different from the 1903 (Theodore) Roosevelt Corollary to the Monroe Doctrine, which asserted Washington's "
international police power" to intervene against "an impotence which results in a general loosening of the ties of civilised society."   Remarkably, the new and proposed deployments are being justified by similar rhetoric.  Just substitute "globalisation" for "civilisation."

Another term for areas of greatest threat is
'the Gap,' places where "globalisation is thinning or just plain absent."  Such regions are typically "plagued by politically repressive regimes, widespread poverty and disease, routine mass murder, and -- most important -- the chronic conflicts that incubate the next generation of terrorists."

The challenge in fighting terrorist networks is both to "
get them where they live" in the Arc Of Instability, and prevent them from spreading their influence into "seam states" located between the Gap and the Core.  Such seam states, include Mexico, Brazil, South Africa, Morocco, Algeria, Greece, Turkey, Pakistan, Thailand, Malaysia, the Philippines and Indonesia.  Those nations, the logic goes, should play critical roles, presumably including providing forward bases, for interventions into the Gap.

Observers will note that the
Arc Of Instability corresponds well to regions of great oil, gas and mineral wealth, a reminder again of Wolfowitz's 1992 draft study.  It asserted that the key objective of U.S. strategy should be "to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power."

Pundits Give Bush Benefit Of Doubt Too Fast

Here’s the problem with all the euphemisms which mainstream commentators use in their strenuous efforts not to brand President George W. Bush a liar: 
HE’S NOT ENTITLED TO A SINGLE ONE!!   He sold himself to the public and the news media throughout campaign 2000 as the ultimate plain-spoken straight shooter.  No tricky wordplay, no distortions, no half-truths.  We’d get nothing but the unvarnished truth if we elected him president.


Here’s what centrist columnist Richard Cohen, one of Bush’s admirers, said in a fan letter in the Washington Post of Feb. 13:
Sir, in his kiss-and-not-tell book, David From, the former White House speechwriter, tells us about George W. Bush’s insistence on honesty - on refraining from even politically acceptable exaggeration.  I accept what he has to say.  Yet it’s apparent that when it comes to making the case for war with Iraq, both Bush and his aides have tickled the facts so that everything proves their case.”

Turning to the Sunday morning teletubbies, ABC’s politically self-neutered George Stephanopoulos gingerly suggested a few weeks ago that maybe the case against Iraq was “overstated.”

Fox, Mara Liasson, a middle-of-the-road NPR reporter who Fox falsely presents as a liberal, explained that the administration might well have taken the “nuance” out of the intelligence.  But, she insisted, that is not the same thing as “lying.”

In the interest of getting these proud pundits to reconsider their disdain for the L-word, let us conduct an experiment.  Let’s level damning accusations against THEM, using some of the argumentation techniques Bush used against Iraq.  (Before the war began, I catalogued and dissected many of those methods:

Each of the make-believe accusations below includes a declaration on national TV by someone who’s perceived and presented as a plain-spoken straight shooter with access to accurate, up-to-the-minute intelligence:-

1. stating as fact unproven and even disproved allegations
NEW YORK TIMES COLUMNIST BILL KELLER IS A HEROIN ADDICT - a trusted source informed me that Keller has a serious addiction, but wasn’t sure if it was to nicotine or heroin.

2. stating as fact far-fetched claims by defectors with track records as fabricators
NEW YORK TIMES COLUMNIST NICHOLAS KRISTOF OWNS A FLEET OF MOBILE METHAMPHETAMINE LABS IN MONTANA -  What I don’t reveal is the identity of my source,  Jayson Blair, that fabulous fabricator.

3. stripping context away that shows the purported grave threat to be non-existent
MARA LIASSON STOLE MY WALLET when I lost my wallet I was absolutely convinced that either (1) I misplaced it, or (2) she took it.  Next day on Fox and NPR I declare she stole it in no uncertain terms, and continue to do so even after I find it in my plaid golf slacks.

4. pretending the most frightening interpretation is the only possible one
GEORGE STEPHANOPOULOS HARBORED A MOB KILLER - I tell Barbara Walters this in a primetime interview, leaving it up to viewers to divine that the killer slept in some bushes in a remote corner of his estate, and without his knowledge or permission.

LESS THAN AN HOUR AGO, RICHARD COHEN OF THE WASHINGTON POST THREATENED ME WITH A KNIFE - I tell this to the PBS NewsHour with deadly seriousness, but leave out such possibly relevant facts as: it was a plastic knife; he was 20 feet away; we were at a karaoke bar and he was singing “Mack the Knife”; he may have pointed the knife at someone else or perhaps was merely acting out the lyrics to enhance his performance.  As the NewsHour draws to a close, it’s announced that Cohen has been arrested and taken in for questioning.

So would these be examples of gilding the lily, tickling the facts, removing the nuance, overstatement and/or self-deception
Or would the besmirched pundits reach for a stronger term?

The American al-Qa'eda operative unmasked 2 week ago as having planned to bring down the Brooklyn Bridge was first detained in March, and has been used by the FBI for months as a double agent.US authorities waited until last week to announce a plea bargain struck with Iyman Faris, a Pakistani-born lorry driver ordered to scout out terror targets, including the New York landmark.
They failed to mention that Faris, who was also ordered to study ultralight aircraft, and the possibility of derailing a train into a chemical storage facility in Washington, had been under FBI control for months.

IS DELIBERATELY IGNORING LYING
A high-ranking American official who investigated claims for the CIA that Iraq was seeking uranium to restart its nuclear programme last week accused Britain and the US of deliberately ignoring his findings to make the case for war against Saddam Hussein.
The retired US ambassador said it was all but impossible that British intelligence had not received his report, which revealed that documents, purporting to show a deal between Iraq and Niger, were forgeries.  When he saw similar claims in Britain's dossier on Iraq last September, he even went as far as telling CIA officials that they needed to alert their British counterparts to his investigation.

The comments appear to be at odds with those of Brit Foreign Secretary, Jack Straw who, appearing before a parliamentary committee, said the British intelligence community had not known of the forged documents' existence "
at the time when [the September dossier was put together".  But the former US diplomat told The Independent on Sunday:
"It’s hard for me to fathom, that as close as we are and while preparing for a war based on claims about weapons of mass destruction, we did not share intelligence of this nature."
Asked if his findings had been ignored for political reasons, he replied: "It's an easy conclusion to draw."

During eight days in Niger he’d discovered it was impossible for Iraq to have been buying the quantities of uranium alleged.  "
My report was very unequivocal," he said.  He also learnt that the signatures of officials vital to any transaction were missing from the documents.

On his return he was debriefed by the
CIA, one of whose senior officials has separately told reporters the agency's findings were distributed to, WAIT FOR IT!,  the Defence Intelligence Agency, the Joint Chiefs of Staff, the Justice Department, the FBI and the office of the Vice President on the same day in early March.

US TV NETWORKS 'KISSED ASS'
IN "SEMI-CONSPIRACY THEORY" TO CHANGE REGULATIONS
SAYS NEW YORK MAGAZINE COLUMNIST
Michael Wolff, the media commentator and New York Magazine columnist, has accused American television networks of "kissing ass" in their coverage of the Iraq war in return for a relaxation of media ownership rules in the US.

In the keynote speech at the
MediaGuardian forum on war coverage. Wolff put forward what he described as the "semi-conspiracy theory" that major media companies in the US servilely followed the Bush admin’s flag-waving war agenda to persuade the Federal Communications Commission (FCC) to change its regulations.  The FCC's decision to relax media ownership rules came shortly after the end of the war, he pointed out.

Ass kissing has gone on to a profound degree.  It's pervasive throughout all these news organisations.  They need the FCC to behave in certain ways.  In order to do this we have got to go along to get along. ..  Any reporter in America who would see that quid pro quo in any other business says: 'No, that doesn't happen in the news business'".

BUSH DECLARES STUDENT ENEMY COMBATANT
President Bush made a surprise decision last week to remove a Qatari student from the criminal justice system and declare him an enemy combatant after prosecutors said new evidence linked him to another round of terrorist plots by Al Qaeda after Sept. 11.
Because he was declared an
enemy combatant, Mr. Marri was moved from a prison in Illinois to a military brig in South Carolina, according to Lawrence S. Lustberg, who represented him in the criminal case.  As an enemy combatant, Mr. Marri can be held indefinitely, and he has no access to a lawyer unless the military decides to bring charges, officials said. 
The case represents the
first time the administration has  shifted custody of someone charged by criminal prosecutors to the military as an enemy combatant, said administration officials.

every un-reopened obvious certainty branded into our childhood psyches, every contradiction built-in and left over from the commercial love songs and church/state sponsored propaganda of our teenage years, every unthought-through idea or ideal or tabu of our early adulthood, every conclusion left uncompared to the reality we’ve since encountered, every hazy, unexamined assumption, every sentimental, half-baked romantic fancy or puritan fear-trigger, they all swarm like some dark, debilitating, sparky cloud around us, breed hopelessness in our softest entrails, suck our joie de vivre, darken and harden our natural responses, drain our heritage from the Human Estate  they are our downside, our so-called dark side, the Enemies Within.    fraser

i like to discuss the latest UP! draft, before it goes out,  with any friends who conveniently drop by.  last week it was mandrake, old friend, knowledgeable in eastern ways of thinking and deeply embedded in both meditation and radical alternative politics. great gutsy sense of humour too.

apart, naturally, from scoffing at my “
knowledge” of Tantra (to which i counter-sued his “traditionalist ways”!) he was pretty receptive (for him) but, to boil a 2 hour conversation to its substrate, he worried for my Vision on two (surprising, to me) fronts:

1) my home is somewhat unkempt, and possibly me too
(the Lover trimmed his nails that very evening!)
2) i don’t have enough money to have much hope.

actually he’d mentioned the money thing the previous week, and it had disturbed me.  since the chance of it affecting things either way had simply never occurred to me, i’d assumed he was viewing things through his own experiences, and dismissed it from my mind.  i also hadn’t thought much about the appearance of my home, though his mentioning it sort of made it conscious in my mind that, over the past few weeks, i’ve been investing increasing effort in my presentation, selecting clean clothes when i go out, now i’ve trimmed my nails and other little details.

[NOTE TO MYSELF:  and last night i trimmed off my beard!  the unshaved look i’ve been affecting, though sexy within a relationship, emphasises my age to new recruits.  thank goddess am a handsome lookin brute if not for that much longer!!! :]

but this time, as i listened to him talk about going out places where “girls who’re looking for a good time go,” “who are “up for one night stands,” i realised he was talking from his old Free Love model
(mandrake lives with his wife now, so the only alternative model he’s thought about is the “meaningless” one that goes “nowhere”).  me, am coming from a future model which am trying to feel my way to.

“but i’m not looking for girls who want to get drunk, man, and are looking for a “good time” by going under the social barriers, or marrying for money!  that’s not what i’m innerested in at all!” 

so, in case there’s a danger of a reader assuming that’s where i’m (consciously or otherwise) coming from let me re-iterate very clearly that i was never, in any of my sexual incarnations, a “
casual” one night stand kinda guy, though i’ve done my duty :)  but i’ve never wanted to sleep with someone i thought i wouldn’t fancy in the morning if you see what i mean (except as a conscious ‘freedom exercise” but that’s another story) 

it was ALWAYS about a lot more than asap bonking, even in my youth.  and my particular ‘standards’ (of which i’ve never been proud since
Vogue branded them into me when i was too young to resist) were always pretty high, i’d never sleep with just any female who happened to be there.

and am qualitatively further from that now.  indeed, i can honestly say that any other way my thoughts could be portrayed can only be based on the
Only 2 Models Theory  Monotheism, of whatever concentration, or... Directionlessness.  most of us in this society are crucified on these Opposites.  but my own memory of my 3 decades of Free Loving Hippydom is one of recurring disappointment/ bad feeling where the lady turned out as conditioned as everyone else, so i KNOW i am not innerested in girls “having a good time” as the lead-in to the married condition.


we want MORE than mere marriage!
what i need to develop more clearly and from more angles is that the SexualRomanticLove i hear calling from society’s shadows is about getting to know the Other more, far more, not less!  MORE, far more, than marriage which, in my book, is the end. the cop-out, the doing a deal, rather than the continuing deepening of the SexualRomance Journey.  i see marriage (whatever strength) as a stepping off that Journey, and heading down the Ownership/ Contract/ Guarantee/ Hold On Tightly road.  which, yes, does lead somewhere, but it’s an empty somewhere, really a nowhere.  a potential that never ‘manifested’.  (interesting that any offspring serves as the third force that creates a manifestation. )

psychologically, and spiritually, that seems like a loser’s game.  and that’s what i see out there in the world.  no contract, written or verbal, can guarantee anything (other than mere money) in affairs of the heart (and mind and moving centre). 

and the very attempt to ‘gettit’ and “keepit” (no wonder this is the culture that developed
capitslism!) embodies a falling away from the true existential situation that ‘Sex’ and ‘Life’ are,  an Insurance Policy against the very power potential they represent, when only the ‘power’ which emerges from what is actually REAL can provide ‘real security’.&nbs
