THE NEWS IS GOOD FROM OVER THERE! 
i fly back from L.A. to london with the newspapers full of terrorist attacks and england luxuriously lush and green  which means it’s been raining heavily while i’ve been on my Do It One More Time California tour.

after 3 days my culture shock decreases enuff that i get to bed at a decent time (4am) but then i sleep all day till 6pm!  musta needed it, speaking and traveling takes more energy than i realised!  especially the kinda speaking i’ve been doing.

well, folks and fellow Uppies, it turned out 2 b an exhilarating, fun, deadly serious and moving series of talks in californian ambient rooms, festivals, salons, and tongs* in private homes.
* according to zana who travelled with me on the original Zippy Pronoia Tour To US, a tong is “an ancient chinese method of building an Evolution”, involving a room for partying and a room for education, after which each attendee holds his own tong and so the Evolution spreads.

and let’s not forget being on the University College of Davis campus panel with baba ram dass, wavy gravy and moi, the new young elder on the block!  THE NEWS IS GOOD FROM OVER THERE! everyone is keeping their head down and eyes just above the water waiting for the thing to break out and then they'll be there.

and mountain girl showed up at one of my LA tongs, tho without announcing herself, which was neat. 

my most pleasant shock
was the fact that the third of americans who know that most of their problems have been caused by their governments and are currently being made far worse, ACTUALLY CARE MORE DEEPLY THAN I DO!!  after all it’s their culture, their constitution, their proud history, ideals and self-respect that are being trashed daily before their eyes.  while britain’s democracy seems more resilient after all, theirs has been hijacked into a direction that scares the hell out of them while shaming them to their roots.
before i went there, i knew there was a large opposition, but i had no idea how deeply, painfully and daily these americans are feeling it.
so, apart from the other good news i bring, is the crucial fact that the opposition CANNOT STAND HOW THINGS ARE GOING!

my least pleasant shock
was when i left the cities of los angeles and san francisco to appear with ram dass and wavy on a panel discussion on Peace.  our entourage arrived in Davis, a largish university town in northern california, on the friday, but i was not due to appear till the sunday.  this large conference tent had been set up in the middle of the 18^th annual whole earth fair on the University College campus where a couple of thousand people were milling around a large arty/hippy/crafty market.  we were chatting with a few locals who’d wandered in.  nothing was planned for today and not much on the saturday, so i suddenly hit on the idea of putting a sign up announcing a Great Debate on the War for tomorrow.  it was exactly what i’d done in britain in many of my clubs and at festivals, but suddenly our new Davis friends were looking worried.
why not!? i cried.  this is america, land of democracy, right?!  no, not a good idea they were muttering.  why not?!  because people might be watching, might be taking notes.  what!?  in the land of the free?!  shee-it.
all weekend you’d see this shiny new pick-up truck parked around, with two guys sitting behind darkened windows and 2 stars and stripes sticking out of the back corners.  suddenly it didn’t seem at all fanciful to imagine that they were part time, deniable employees of the junta, paid to intimidate the college towns across the country.
but here’s the UP!side:  during the sunday panel we said some pretty radical things into the mike to a coupla hundred people and, as we were leaving, several locals seemed overjoyed, like we’d given them acid or something, like we’d changed their lives.  we’d spoken up and lighting hadn’t struck the tent, nor storm troopers charged in to arrest us! 
after this, i started introducing into my talk how few they were, and how many we were and how the only way they can possibly control us is to intimidate us into policing ourselves.

“this new rave act?” i’d say.  “it’s like the Criminal Justice Bill in the UK (or Balls as i used to call it).  there was a massive protest against introducing the bill, and yet, so far as i’m aware, they’ve never applied it, and everything’s pretty much continued as before until rave is pretty much mainstream now, with the society quite distinctly changed (thatcherism is discredited forever as bush will be, believe me). 
“but why did they go to all that bother to introduce it?  well, when i see governments drastically increase penalties i know they’re on the run.  whatever they’re trying to ban is getting out of their control, they don’t have the money or the manpower to apply the current laws, so they go for the Big Bully Bluff, and do the only thing in their power which is to drastically increase the penalties. 
“the rave act says you can get 20 years jail if someone smokes a joint in your kitchen!  but do you really think they’re going to incarcerate the millions of people who’re doing it?!  of course not, the prisons are already full, they’ll probably do a few high profile cases (like in New Orleans last year) but the aim is to intimidate numbers they can’t otherwise control.  thinking like they do, i’d predict it will be the burning man they’ll go for, that would send their message all across the country.  i hope not...
“everyone in this room has probably had everything they’ve said or written for the last 5 years recorded.  but do they don’t have the manpower to actually read any of it!  if you come to their attention they’ll be able to pull out everything, sure, but if hundreds of thousands of people are doing and saying similar things, what do you think they can do?  nothing!!”


the logical argument
there 's a crack in the American Dream, i'd say, that runs from top to bottom.  and the country seems to have split into three groups.  one third is us, the alternative community, who pretty much recognise that most of the problems have been caused by succeeding US governments, and that the current one is presently digging the problem even deeper. 
the other third at the opposite end will support the president whether he’s right or wrong and they’ll frankly even say that.  this group are not even worth engaging in dialogue.

but the middle third, their dream has been cracked too, and they really miss it; after all, the dream was very warm and secure, and it’s to them that bush is trying to appeal.  and they’re the battle ground, the swing vote who will decide, among other things, whether bush gets another term in 18 months.  he’s wrapped himself in the flag and it seems to me that we must recover that flag and the constitution.  in the last California UP!rising, the american flag was a positive emblem, it portrayed freedom and liberal ideas, democracy and equality and we used to fugging wear the flag we were that proud of it!  see how much he’s stolen from us?!  so i reckon you need to reclaim that flag and your constitution.

the bush administration looks so all-powerful and unstoppable but not if you’ve seen the vietnam war protests.  you see, during those protests every single western democracy, from germany to spain to australia to japan, 80% supported that war and only 20% were us peaceniks and hippies.  but today every single one of those countries are 75% against what bush is doing and planning to do.  that’s a huge swing!  now bush’s support base is reduced to ONLY around 70% of the american public,!  he’s not nearly as powerful as he would have you believe.”

THAT’S ENOUGH ABOUT THE TOUR FOR THIS WEEK.  I SHALL WRITE MORE ABOUT IT, FOR MANY THINGS ARE NOW STRUGGLING INTO THE PIPELINE. 
BUT THE THREE THINGS TO EMERGE AS FRONT RUNNERS ARE THESE:

·       THE SETTING UP OF A WEEKLY NEW ARK TIMES OF THE INTERNET WHERE THAT MIDDLE THIRD OF THE AMERICAN PUBLIC CAN GO WHEN THE DOUBTS START CREEPING IN, AND WHICH WILL LARGELY CORRECT ALL THE LIES AS THEY COME UP.  THIS IS NOT FOR THE AWARE THIRD BUT MUST BE COUCHED IN THE LANGUAGE OF THE MIDDLE THIRD.  THIS IS BOTH CRUCIAL AND EEEASY.

·       THE FORMING OF A COMMITTEE OF NINE HUNDRED AND ELEVEN TO AGREE AND ORGANISE WHATEVER NEEDS TO BE DONE TO UNITE ALL FREEDOM LOVING GROUPS AND INDIVIDUALS AGAINST THE GREATEST THREAT EVER TO OUR COMMON FUTURE
·       THE DRAWING UP AND FINALISING OF A NEWHUMANIFESTO WHICH OFFERS A COMMON, AGREED 20 YEAR ALTERNATIVE PROGRAM TO BUSH’S 20 YEAR TERROR WAR SCENARIO.  (MUCH OF THIS HAS BEEN STARTED ALREADY)

HOW ABOUT IF THE JESSICA LYNCH STORY’
WAS A COMPLETE FABRICATION?!!

Well, following a thorough investigation, Britain’s respected BBC has presented a shocking dissection of her "heroic" rescue, and concluded that “Her story is one of the most stunning pieces of news management ever conceived."
On top of the Bush administration's shamelessly trumped-up claims about Iraq's ties to Al Qaeda and 9/11 and its weapons of mass destruction, the disgustingly staged footage of Saddam’s statue being pulled down (previous UP!s)  big strategic lies that allow the US to make its seizure of Iraq's oil appear to be an act of liberation - the sad case of Lynch's exploitation at the hands of military spinners will surely wake people UP!  Surely!!
Lynch herself, conveniently, claims to have no memory of the events, and has certainly suffered enough in the line of duty without being reduced to a propaganda pawn.  But sadly, almost everything fed to reporters about her original capture or her "heroic rescue" by U.S. forces turns out to be LIES.


SHE FOUGHT TO THE DEATH
Consider the April 3 Washington Post story on her capture headlined "SHE WAS FIGHTING TO THE DEATH," which reported, based on unnamed military sources, that Lynch "continued firing at the Iraqis even after she sustained multiple gunshot wounds," and that she was also stabbed when Iraqi forces closed in.
But she was neither shot nor stabbed, she merely suffered accident injuries when her vehicle overturned.  A medical check-up by U.S. doctors confirmed the account of the Iraqi doctors who said they’d carefully tended her injuries, a broken arm and thigh and a dislocated ankle, in contrast to U.S. media reports that doctors had ignored her.
Another report spread by news organisations claimed Lynch was slapped by an Iraqi security guard, and the U.S. military later insisted that an Iraqi lawyer witnessed this incident and informed them of Lynch's whereabouts.  However, his credibility is difficult to verify since he and his family were immediately whisked to the U.S., granted political asylum, he was given a job with a lobbying firm run by former Republican Rep. Bob Livingstone which represents the defence industry, and a $500,000 book contract with Harper Collins, a company owned by Rupert Murdoch, whose disgusting Fox network most hyped Lynch's story, as it did the rest of the war.  He has since refused all interview requests.


SAVED BY SPECIAL FORCES NOT!
But where the manipulation of this saga really gets ugly is in the premeditated manufacture of the rescue itself, which stains other real acts of bravery.
A week after her capture, American media trumpeted the military's story that Lynch was saved when Special Forces stormed the hospital and, in the face of heavy hostile fire, managed to scoop her up and helicopter her out.
The BBC, however, which interviewed the hospital's staff, says the truth is that not only had Iraqi forces abandoned the area days before, but that the hospital's staff had informed the U.S. of this, and had even tried two days before the raid to turn Lynch over to the Americans.  "But as the ambulance, with Pvt. Lynch inside, approached the checkpoint, American troops opened fire, forcing it to flee back to the hospital. The Americans had almost killed their prize catch,"  the BBC reports.
"We were surprised," Dr. Anmar Uday told the BBC about the supposed rescue.  There was no military, there were no soldiers in the hospital.  It was like a Hollywood film. The U.S. forces cried 'Go, go, go!' with guns and blanks without bullets, blanks and the sound of explosions.  They made a show for the American attack on the hospital like action movies starring Sylvester Stallone or Jackie Chan."
The footage from the raid, shot not by journalists but by soldiers with night-vision cameras, was fed in real time to the central command in Qatar.  The video was artfully edited by the Pentagon and released as proof that a battle to free Lynch had occurred when it had not.

The sane world was aghast once more, this time at latest US government plans to give the already internationally condemned Camp Delta on Cuba its own Death Row and execution chamber.  According to Major-General Geoffrey Miller, in charge of  holding 680 suspects from 43 countries in steel cages uncharged for 18 months, said building a Death Row was “one plan”, including a possible execution chamber.
Horrified human rights groups and sane people everywhere see this as the clearest indication yet that  the feared & hated American junta  has no intention whatever of returning to internationally recognised justice.
The US has already said detainees will be tried by jury-less tribunals, with no access to any higher court.
There have been 15 suicide attempts at the camp, 15 this year alone.  Torture has almost certainly been used, and may even have become standard practice by now.

PENTAGON SETS SIGHTS ON A NEW TEHRAN REGIME
UK AND STATE DEPARTMENT REJECT BLUNT APPROACH
The Pentagon has proposed a policy of regime change in Iran, after reports that al-Qaida leaders are coordinating terrorist attacks from there.
But the plan is opposed by the US state department and the British government, officials in Washington have said.
The Pentagon plan would involve overt means, such as anti-government broadcasts transmitted to Iran, and covert means, possibly including support for the Iraq-based armed opposition movement Mojahedin Khalq (MEK), even though it is designated a terrorist group by the state department.
The state department and Britain have objected to the plan, saying that it would backfire, undermining the moderates around President Mohamed Khatami.  "A lot is going on both sides of the Atlantic to take another look at Iran policy," an official said.
Though the foreign secretary, Jack Straw, has been to Tehran several times and believes that British and European engagement in Iran has paid dividends in moderating Tehran's behaviour towards the west, the policy of engagement is likely to come under US pressure in the next few weeks, after the US allegations about al-Qaida and Iran's nuclear weapons programme.
The issue was to be debated at a meeting of President Bush's top national security advisers in the White House on Thursday, according to an official in Washington.  But the meeting was postponed pending Tehran's response to American allegations that it is harbouring a Qaida cell.
Members of the Bush administration have been quoted in the US press as saying that recent terrorist bombings in Saudi Arabia were coordinated by the cell in Iran and that communications about the attack were traced back to the country.
"There's no question but that there have been and are today senior al-Qaida leaders in Iran, and they are busy," Donald Rumsfeld said this week.
Among the al-Qaida leaders alleged to be in Iran is Saif al-Adel, from Egypt.  The Iranian government has denied sheltering al-Qaida, and claims to have deported about 500 al-Qaida suspects in the past two years to other Islamic states.  Iranian officials are also reported to have told UN officials that it had al-Qaida suspects in custody.  Washington is sceptical and is waiting to see if Tehran hands over the suspects before deciding its policy.
Britain is pushing for a coordinated US-European policy towards Tehran. "We have said very clearly to the Iranian government that harbouring al-Qaida would be entirely unacceptable," Tony Blair said on Thursday.  "I hope very much that if they are indeed harbouring al-Qaida operatives, that they yield them up."
Iran has repeatedly denied the accusation and called on Washington to share its evidence.  Indeed Saeed Pourazizi, an adviser to President Khatami, said on Thursday that Iran had a clear policy of fighting al-Qaida, and accused Washington of pursuing a long-term strategy to put pressure on the government.  "Al-Qaida is a terrorist group threatening Iran's interests, its extremist interpretation of Islam contradicts the Islamic democracy Iran is trying to promote,"  he said.  "There is no commonality of anything between us."
But analysts say hardline elements of Iran's leadership may see al-Qaida as a useful ally against a common foe, the United States, a view not shared by the reformists allied with President Khatami.
Flynt Leverett, a former middle east specialist in President Bush's national security council, said the move towards regime change as a basis for Iran policy was built on a false assumption.  "It's built on the belief that Tehran is a house of cards waiting to be pushed over and if the US is smart enough, it could push the house of cards over, and I think this is not a very prudent way to proceed."

thanks... for helping me cry...  it's strange, as a 30 year old man, i don’t cry a lot.  but something in the recent UP! helped me to really just go 'god, isn’t this sad' ... on such a potentially beautiful planet... etc etc. Anyway, it's good to shed some tears.  the last time i cried was when i saw an interview with one of the Kurds who’d been turfed out of his vineyard in lower Turkey.

I can't really explain it, but these tears are full of pain, yet flow gently ... "this ol’ world will never change" sang Tim Buckley.  Ah, but change is the only constant.  Why can't things be different?  Hold on, they ARE different.  Something new is coming around the corner.

MONEY MAKES THE WORLD GO... WHAT?

·       Is it time to replace the World Bank & IMF, with a better, fairer world development organisation?

·       Should we follow the Islamic lead and get rid of interest-based lending, which drives the endless need for economic growth.
These questions at the cutting edge of progressive economics feature in a new book by Heinberg called, tellingly, The Party's Over.

The recent International People's Health Assembly certainly concluded that the current global economic system is “bad medicine”, says Ranjit Devraj Savar, reporting from Bangladesh.

"The question now is how to tackle the virus of the global trading system which thrives on human greed," said Gauripada Dutta, a doctor and veteran legislator from West Bengal.
None of the 900-odd delegates from 92 countries had any doubt about the cause of the deterioration in health service delivery worldwide, which also creates socio-economic conditions which deprive so many people of a healthy existence.
They unanimously adopted the People's Health Charter - 2000, the main product of the five-day assembly, which demanded the cancellation of 3rd World debts and the transformation of the World Bank and International Monetary Fund (IMF) in favour of public health.
"The consensus is the thing - we have to learn to help each other," said
Huma Rashid, coordinator for a non-government group that works for consumer protection and community awareness in Pakistan.
Part of the credit for that consensus goes to the battery of experts brought in by the PHA to explain the dangers which lurk in the thousands of pages of documents like the WTO trade rules.
"These documents are drafted by the best business and legal brains that money can hire, and the fact that they are all written in English adds to the handicap of negotiators from the Third World," said Mira Shiva from an NGO campaigning for the rational use of drugs.
The developing world also has to contend with corrupt administrations at home, which are only too happy to do business with transnational corporations and the global financial institutions which back them.
"Influential sectors in many 3rd World countries have given up ideas of national self-sufficiency and now intend to reap benefits as junior partners to foreign capital in search of quick profits or purchasing public assets at a low price through privatisation," said Mohan Rao, a PHA coordinator who helped draft the charter.
The result has been capitulation by developing countries, their bargaining power weakened by mounting debts.  Corporate interests are articulated through the institutions set up after World War II, which jealously guard the economic dominance of the North.

Halfdan Mahler, director-general of the World Health Organisation for 15 years, blamed the situation on the "unipolar" world which emerged at the end of the Cold War.  "One terror for the people was replaced by another," said Mahler, who as WHO chief oversaw the Alma Ata Declaration of 1978 which envisaged health for all by 2000 through the now-abandoned primary health care approach.
By 1993, Mahler said, the World Bank had decided to give itself a 'human mask' by getting itself into the health sector.  Before long, through sheer financial clout, it had a budget for health larger than that of the WHO!

After the completion of the Uruguay Round of talks in Marrakech, the role of the Breton Woods institutions and governments was redefined in a way that hurt state-managed economies.
At another level, patent regimes brought in under the WTO's Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement caused the prices of essential drugs to soar out of the reach of the poor, already grappling with the commercialisation of health services.

The structural adjustment programmes (SAPs) prescribed by the World Bank to help countries repay debts only led to retrenchment and steady withdrawal of funds from social sectors and sounded the death knell for primary health care.

The articles of the new, post-Cold War WTO even envisaged that many aspects of SAPs would become legally enforceable, but the idea floundered through stiff resistance it met at Seattle last year.
Making sense of the legalese for ordinary people was one of the tasks of the PHA, said Kattrin Lempp of the Brussels-based Medecins Sans Frontieres.  "This is the first time we’ve had an opportunity to meet andshare perspectives... People from vastly different countries have similar problems arising outof globalisation".
"Don't let them close down the garment factory," pleaded Farida Akhtar inone such testimony, referring to the sweatshop she labours in for apittance.  She says she worries all the time for her small children whohave to be left at home.
From the other side of the globe, Kevin Lafferty, a tough-looking Scotsman sporting a kilt, broke down when he spoke of chronic unemployment which has "driven the once-proud working man of Glasgow topoke about in the ashes of his dreams."

Richard Lee Skolnik, a World Bank representative who attended one of theassembly's sessions, was treated to a giant montage on which destitutewomen had embroidered headlines dealing with the consequences of structural adjustment in Zimbabwe.
Skolnik denied that the World Bank ever asked for a stoppage of funds for the social sector in Zimbabwe or anywhere else.  He said the Bank only asked for better governance in countries where "governments have no concern for their people."
But Antonio Tujan from the Philippines explained how in his country only 3% of a $1.8 billion programme actually goes into health, and most of that into projects on women's reproduction.  "I believe the World Bank must be dismantled, and be replaced with an international development financing agency that truly recognises the objective of equity and genuine development for our peoples and countries," he said.

Indeed, some found the people's charter too weak to make a difference. 
"The charter should have nailed the Bank and the WTO down to a timeframe of, say, two years, in which the Bank demonstrates that it is moving in the desired direction at least," said Robin Storr, who chairs the UK-based MEDACT.  But the World Bank, with its 55% domination by larger shareholders in the North, "will not disappear," said Sholnik.   Little wonder, then, that suggestions for the "way forward" that came from hundreds of delegates after the health charter was adopted on Friday were in favour of increased Seattle-style agitation.

BANNED UP!? (AND THE ‘PROBLEM OF SPAM’)

Well thanx for lettin' me cover UP! for you while you were in Kali, Fraser.
It was an interesting experience. Tried to maintain the UP! Style while pushin' the boundaries a bit more, and from the feedback I got I think it was appreciated in some quarters!
The downside was being busted for ‘spamming’ which meant not only the short URL for UP! got blocked, but also those for all my other websites!  Some people just can’t tell the difference between Spam and an Opt-Out list these days! I’ve tried to re-educate the culprits but they are so far unrepentant.

STOP PRESS. Just as I’m writin' this I did a double check and it looks as if some of the sites are comin' back online after my appeal!  And an email reveals the problem was caused by something called ‘Spamcop’. 

SPAMCOP
Hmmmmm, Thought Cop more like!  The same list had been in use for several months with no complaint, but as soon as it got more politically controversial the opt outs and Spam reports rose. 
The whole experience got me thinkin' about the nature of Spam.  While I hate all that commercial junk mail that fills our inboxes these days (though I hate pop-ups on websites even more),‘Thoughtcop’ have decided to define Spam simply as any ‘unsolicited mail’ other than a Personal Email, or a Subscriber or Opt In list.  Sendin' any other kind of mail can lead to a report to ‘Thoughtcop’ who can contact your service provider and get your site taken off the net. 
While that might sound fair to the simpleminded, its actually deeply conservative and in effect a Big Brother policy.  People would only receive information they wanted to receive.  In other words, things they already knew about or believed in already!  To be unchallenged by anything contrary to their current delusions and misconceptions (and thus never able to correct them).  This is called buryin' ya head in the sand.
The great thing about the net is that it connects people, even to things they don’t want to be connected to, such as the truth, and is in that sense truly holistic and evolutionary.  Even the inventor of the Internet says Spam is the price we have to pay for a totally free and open communication network.  But Thoughtcop’s aim appears to be to fragment the net into groups of people limitedly connected in very conservative ways, and thus to negate the educative power of the net.  In effect to censor its ‘controversial’ or ‘radical’ content and separate people from it. 
Some have suggested that services like this are actually government agencies. The Opt-In principle is clever censorship disguised as ‘fairness’. It also reflects the social atomisation of what used to be called bourgeois society, perpetuatin' the myth of the separate, disconnected entity, free to choose its associations and actions.

The very anti-ecological ‘liberal’ myth that creates the fractured society we suffer in!

HANDLING SPAM WITHOUT CENSORSHIP
Another motive behind the Anti-Spam lobby is the fact that people are currently free to say what they want on the internet in total anonymity, and overseas servers are often free of censorship of any kind.
Anti-Spammers argue that everyone who posts on the net should be identifiable, and that servers who don’t censor should face penalties!  While this is also targeted at ‘commercial Spammers’, the capabilities they ask for would have consequences far beyond the problem of Spamming.
Of course it would be equally annoyin' to be constantly ‘spammed’ by every group wantin' to inform us of its ‘Truth’, but with an Opt-Out list, while this may happen once, you can always prevent it from recurring.  Which seems to me to be the only really ‘fair’ way to handle Spam without Censorship.  Do groups like ‘Thoughtcop’ really want to limit Spam, after all they are profiteers exploitin' the freedom of
the net themselves (charging for the service), or do they just want to censor?
I suspect the latter. 
Is that just a biased response to having my night’s hard graft sending out over 12,000 emails disrupted?  But it’s not even true.  Fortunately the sites seem to be coming back online after a couple of days suspension (although the service provider insists they are not to be associated with ANY kind of list again, even an Opt-In!) so not much harm has been done, assuming' those who were blocked before decide to look again! 
So no bad feelin’s there. But there easily could have been. 

If anything, I’m a little sorry the edition wasn’t completely ‘BANNED’. I quite liked the idea of being the editor of the ‘banned issue’ of the UP!  Now I’ll have to content myself with being the editor of THE ISSUE THEY TRIED TO BAN BUT FAILED, which isn’t bad either!
