NOT 24 HOURS AFTER THE LAST UPGRADEmag went out comes news of Orange County's Moratorium on Dancing, and clear signs that Global Rave Culture is beginning to come of age.  The Final Struggle for dominance between the Dinosaur Competitive Culture and the Shamanic Cooperative Culture is well on its way now!  And to those of us who have been working for a decade now within Rave Culture for this to happen, IT IS NOT A MINUTE TOO SOON!
 
Readers in Europe should know that this story is beginning to be covered nationally in the USA.  American readers should understand that Rave Culture has been established in Europe for 5 years now, and idealists among us have been praying impatiently for American culture to GET MOVING!

FANS PROTEST LATE-NIGHT CLUB BAN
Young people may fill the room as Orange County commissioners vote

Tuesday's Orange County vote to stop new late-night clubs from opening will be the first county meeting for Ryan "Cain" Sagan, 23.  Armed with 1,200 petition signatures and thousands of e-mail supporters, Sagan plans to storm the commission chambers at 2 p.m. -- taking aim at Chairman Rich Crotty.

More young people than any time in recent history are expected to join a political debate about Crotty's proposed two-month moratorium on new businesses offering entertainment between 2 a.m. and 5 a.m.

Inadvertently, it seems,
Crotty has minted scores of new political activists from the nation's most politically apathetic demographic group: those aged 18 to 30.

"We can pack the hall to just show the commission the number of people who are distraught over this proposal," Sagan said.  He has received e-mail and phone call support from as far as Illinois and Las Vegas.  He and others are planning a march and demonstrations outside the commission chambers today.

ORANGE ORDERS 60-DAY WAIT FOR CLUBS

After a marathon five-hour session that attracted about 500 people, Orange County commissioners unanimously approved stopping new "late-night entertainment" venues from opening for the next 60 days.

"This is kind of a time-out period to look at the issue," said Chairman Rich Crotty, who initially proposed a nine-month moratorium but scaled back his proposal after widespread criticism.

Hundreds of club-goers, dancers and activists lined up outside the county building before noon to protest the moratorium; nearly as many Crotty supporters showed up.  Competing placards waved above the crowd in the county chambers.  Most of those sitting on the east side of the aisle were in favour of Crotty's move and held up signs reading: "I SUPPORT CHAIRMAN CROTTY."  On the other side of the literal, and metaphorical aisle, were signs such as the one that read: "DEFEND THE DANCE, IT'S ABOUT THE MUSIC."

The actual vote was preceded by a circus-like environment.  The county administration building was packed.  Club-goers and dance-enthusiasts protested the moratorium.  Residents of Azalea cheered Crotty.  A rally that began at noon outside the building featured bullhorn-wielding speakers railing against the moratorium.  Deputies guarded doors to ensure no fire exits were blocked and to make sure people who spoke during the hearing kept themselves to the allotted two-minute time limits.

Doug Hitchcock, an Azalea Park resident, was joined by 33 others who spoke against the proposed club and in favour of the moratorium.  But nearly as many people, 29, spoke against the moratorium and in favour of the club. 
"I feel my First Amendment rights are on a stopwatch," said Dan LaRoche, a college student.

He said that the moratorium would deprive people of their right because of the drug problems experienced by a few at other area clubs.  Others, such as Kevin Parr, said the dance-culture was being punished for the acts of a few bad seeds.  "Closing or stopping businesses from opening won't stop drugs in our community," he said, to raucous cheers.

"I'm not against kids having fun, but I have rights, too," said Viezie Teseniar, who lives less than a block from the proposed Venus & Mars Deluxe.

The hearing attracted more attention than any issue in years. A thicket of television cameras essentially took over one corner of the chambers, and more than 100 chairs, each filled, were set up outside the chambers for those who couldn't land a seat inside.  Dozens more stood outside the building, venting their rage, smoking cigarettes and basking in the car horns of passing motorists.

they were worrying about the scene that will likely unfold some 60 days from now when a final ordinance is considered.

The moratorium on Dance Clubs hearing was shady from the start.  As we waited for the speakers to be called, the Commission presented a new revised ordinance that changed the 9 month moratorium to 60 days, and also changed the term "Dance Club" to "Late Night Entertainment."  Even those on the commission were suspicious that the change was made without due notice and was still too vague.  Bob Sindler, the 2nd District Commissioner, was wary about proceeding with the hearings before his questions were answered about the revised ordinance.
When the speakers started to be called it became clear that
the cards were stacked against us.  For three hours, only three people that opposed the proposal were called.  As if the unbalanced stacking of the deck was not enough, minister after minister came up to the podium to preach their retro-morality over those waiting in the main chamber and in the halls outside.  I know I was the fourth or fifth person who submitted the card to speak, but I was only given the opportunity to voice my concerns at 5:30pm.
We must not forget that
we are dealing with a group of people that are ignorant of our culture.  In the '60s, parents worried that their sons and daughters would turn into drug fiends at rock concerts but now these people occupy elected office in Washington D.C.

The parents and baby boomers of today feel that drugs are the only reason that kids are inclined to stay out.  One lady even said that there is no reason for anyone to be out doing anything after 2am.  They do not understand the candy bracelets, baggy jeans and multi-colored hair, and it is these things that they will try and use against us to portray us as outcasts of society.  The basic fact that I am alluding to is that this is not a game.  We are working and fighting against government that is composed of the very same people that wish to shut us down.

CHINA EXECUTING DRUG DEALERS EVERY WEEK,
LOCKING UP UNDER-18 USERS IN MENTAL HOSPITALS
Official figures show that the use of drugs in China, including Ecstasy, is up by more than 25 per cent on last year.  The crackdown has had a sharp effect on young club-goers, particularly in coastal cities.  Many wind up in mental hospitals and are left there until a £3000 bribe is paid.  Once brimming nightclubs are half empty because regulars fear police raids.
Witnesses described a recent raid on a Beijing nightclub during which 21 people were arrested and many more intimidated,  "Police came running in, screaming, at half past two," one clubber said.  "The first thing they did was to throw out all the foreigners. They were only interested in busting the locals." 
Plainclothes officers then divided the Chinese into those who could pay large bribes immediately and those who could not.  "They knew exactly the sort of people who would have enough money to pay up immediately, like people from the music industry.  Once this was done the plainclothes police left."
The remaining 100 Chinese had to kneel for up to five hours while waiting for urine drug tests on site.  Those testing positive were taken away to mental hospitals, supposedly to be treated for addiction.  They were locked in freezing rooms and cut off from almost all contacts outside.  Some have been allowed to use the telephone to solicit money for bribes from friends.  More than two months after the raid, some of the 21 arrested are still locked up with no legal recourse.  They have been told that the standard fee to get out is £3000. the average annual salary in China.
The LEGAL DAILY reported the execution of six members of a drugs gang in Guangdong Province.  According to human rights groups, similar executions take place every week.
