AMERICA NIL I count the recent China Spy Plane incident as a millennial change event. In the hippy times it was fairly common knowledge that America lost the Vietnam War because its generals were chess players while Ho Chi Minh's commanders played GO. A key aim of GO is to tempt your opponent into defining a position for which you can then draw him into making a costly stand. Imperceptibly, at first, you lead him to increase his investment until, so great has its status and value become to him, that he's forced into defending something of no intrinsic value with a force that's totally out of proportion. Not easy to put in words, but easy to spot from the sidelines. The classic example was Khe San where the US Army ended up reinforcing and re-supplying a totally anonymous Vietnamese hilltop in the middle of nowhere, only to finally have to abandon it under growing pressure ("but why did the damn gooks even want the fookin hill in the first place?!") This humiliation and psychological defeat led directly to the overall American collapse. China's demand for an apology was designed to tempt the inexperienced young machoman to assume a definitive position AGAINST. As soon as he firmly ruled that out he was doomed. China's leader remained totally aloof on his South American tour, and Bush was left twisting and turning on the hook of his own making until finally having to give in because, fundamentally, he was defending a totally absurd position. Why? Because obviously everybody is "very sorry" about the death of anyone. If Bush's advisers had been GO players they'd have spotted the gambit and immediately expressed sorrow for all suffering on BOTH sides! (where he finally arrived a tortuous week later) Subsequesnt developments have continued to leave the Americans outplayed. For all their brute power, they've been made to look to the rest of the world like bluffing, blustering, bad losers and almost bullies. But the most important effect has been on their home audience, that Great American Public which has recently been shown to have such a radically different view on so many global events to the rest of the world community. For what I reckon is the very first time in history (which is the truly millennial aspect) the American government has talked to its people about the suffering of a single foreigner. Can you believe it!? Usually a hundred Gooks, Palestinians or Iraquis don't even equal one American loss. Until now only Roman citizens were regarded as "real people". But here's the American public being invited by their president to "feel sorry " for a "gook"! The Russians, far more of a threat militarily, were also chess players, and hence easily defeated simply by diirect confrontation. GO players don't confront, except to make you look in the wrong place - until they're ready to deliver the coup de grace. Barney YOU 2301 US RAVE CRACKDOWN CONTINUES Low-grade cultural civil war is raging quietly across across America as scenes like this one described by Paul of Ricochet Kitchen happen on a daily basis. Minneapolis RAVE WITCH-HUNT GATHERS MOMENTUM PAINT II the 17th installment of the Art Party series, presented by Ricochet Kitchen has been canceled. The presentation should have taken place at the partially enclosed, 28,000 square foot salvage yard, provided for free by Gopher Towing. It would’ve provided the audience with 300 gallons of paint, over 1,000 square feet of canvas, while being surrounded by presentations of local dance companies, musicians, visual artists, spoken word, and more. Well, I'm sure the subject line hit you pretty hard so I'll go right in to the explanation. When I applied for sound and food permits required for this public event, GRANT WILSON at licensing questioned me about this party being a RAVE. He said anything with techno music, lasers, and rave-style promotion is a rave. He also expressed his fear of being fooled and told me about the times he'd been fooled. I defended my proposal with the facts: The following things were in my proposal that I submitted to licensing 1 my documents from the Secretary of the state which showed we were incorporated as a non-profit since 1998. 2 the fiscal agency contract from Intermedia Arts 3 a list of venues we have played: Wiesman, Loring Playhouse, O'Shaughnessy, First Ave, Loring Bar and Cafe, Nikki’s... 4 our mission statement & a detailed description of the show, with maps 5 also included was my security plan with name and phone number of the security company 6 my congratulatory letter from THE MAYORS OFFICE for a grant we received to do the show. 7 a list of all participants 8. a list of past sponsors comprises mostly of local businesses Then at some point the FIRE MARSHAL took upon himself to call the property manager at our venue to tell him there was a RAVE being planned for May 19th. The property manager called the millionaire owner in Florida and told him we were planning a RAVE. The owner called our production manager and Gopher Towing, threatening to evict them. He also stated that he'd make sure the Fire Marshall would find something wrong with the site. Obviously I don’t want anyone to get evicted, so we are dropping the issue. At this point I called GRANT WILSON at licensing and we argued for about 15 minutes where he made such statements as: "Why don’t you get a legitimate venue, and let them sniff out the show?" My response was that we do legitimate venues all the time but that this particular show requires an outdoor space at which we can get messy. If he'd read the proposal he'd have seen the list of past venues. I also made the point that we are no different than the Minneapolis Block Party, Uptown Art Fair or Lynn/ organizations. He responded with: "Why don’t you get the support of the community businesses, police, fire, and city council": I pointed out that we do have the support of local businesses and that if he'd just looked at the proposal he'd have seen our list of previous sponsors. Furthermore we've been endorsed by the MAYOR'S OFFICE with a grant from the NIEGHBORHOOD ARTS PROGRAM. I also told him that I was getting in contact with Councilman PAUL OSTROW to support the show, and that it was up to licensing to show the proposal to the fire department and police department to get their support. As you can see we've been bamboozled by the city departments of licensing and the Fire Marshall. They are not concerned with making objective conclusions based on the merits of a proposal, but they're on a witch-hunt for RAVE promoters. After talking with GRANT WILSON I talked to councilman PAUL OSTROW who was very sympathetic and promised that in the future he'd give Ricochet Kitchen proper treatment. Although this won't make PAINT II happen, it will hopefully help us out in the future. Although we're canceling the PAINT II show, we're still looking for appropriate outdoor spaces and venues - whether it is in Minneapolis or Guam, the show will take place. YOU 2304 US RAVE CRACKDOWN THE FIGHTBACK CONTINUES All across America, older ravers are beginning to take another look at the massives to see if they are even remotely as bad as the press is teling them they are. And they're getting a big surprise! ARE RAVES REVOLUTIONARY, TRANSFORMATIVE GATHERINGS FOR PEOPLE OF ALL AGES OR NOT? An 'old' raver explores a huge 'commercial' massive Years ago there was a vision in many of our minds that raves would be revolutionary, transformative gatherings for people of all ages. But then the scene grew, the parties got bigger, some of the all-ages massives attracted the attention of the authorities, some unethical promoters put money before values, and the community was made to look like it was, in essence, corrupting the morals of minors. At that point, though I sincerely believed that under-18s should have the chance to dance, I withdrew my support for all-ages parties. My motives were a bit selfish, I didn't want the whole scene to go down in flames, especially my part of it, for the sake of this idealistic notion that dancing is food for the soul and everyone should be invited. Then, this last weekend, feeling removed from the youngest members of our community, I decided to see where their heads are at these days. I psyched myself into a positive vibe, put on my phat pants with blinking lights, loaded up with candy, and joined the thousands of kids at Skills Popsikle at the Civic Center. And my experience has brought me around again to the belief that an all-ages massive can be a genuinely positive, tribal experience that really should be available to our youngest brothers and sisters. I was truly amazed, given the size and diversity of the party, that the overall vibe was consistently and energetically positive and caring. I have not one negative thing to say about last night. In fact, there was more openness, love and respect here than I've experienced at some more selective, "old-school" parties. All those happy kids dancing together as one was a real inspiration. "Only there for the drugs"? People down on all this say: "They're only there for the drugs." Well, I must have talked to nearly a hundred peeps, and most were intelligent, sensitive, open-minded, gentle kids with a real passion for dancing and music. Even more surprising, they were all fully aware of the non-quantifiable spiritual bond that has at best defined our scene. There was, for example, a very young, very sweet girl who told me this was her first "rave," and it was also her birthday, and she asked to exchange candy bracelets. She was so serious. This was so important to her. And it was important, very important, to all the kids I talked to. One young girl and I discussed the RAVE CRACKDOWN. "They don't understand what this is really all about." Yes, indeed, they don't! Her high school music teacher had told her class that the stuff we dance to is not music. Ah, people get so anal retentive when they become adults. Fixed in the past, afraid of anything new. It amazes me there's any innovation with such a tunnel vision in our educational system. "Candy, Glowstick Paraphernalia"? Candy, glowsticks and the like, say what you will, there was a LOT of creativity on the dancefloor. I don't often wear it, but I think candy's a tribal symbol for many and it should be respected. Whenever I exchange candy I take it home, label it, and put it in a safe place as a memory of the people who shared a moment with me. Putting on a good show with glowsticks is likewise an art, and I personally enjoy having someone share this visual imprecation of the music with me. Drugs. I'll be frank. Skills last night looked like a temperance rally compared to some parties I've danced through. Things are relative, and I think we're all overly affected by the negative bullshit coming from the government and press. We become defensive, when we should be celebrating some of the things we've achieved, one of which is that thousands of high school kids of different races and backgrounds can come together at a party like Skills and dance together in harmony. No fights. No conflict. Genuine love. I wish I'd had this opportunity when I was in high school. A place where other kids accepted you as you were, where the boys channeled the testosterone into dancing, not bullying, and where you could get a few hugs and kisses and dance your ass off without being viewed as some kind of freak. "Raver Uniform." As for the "raver uniform," there's much individuality. Look around you. Blue shirts, tan pants. Here at least there's vibrant color. And everyone, especially the young, like to belong to a tribe. These accessories are not much different than the identifiers worn by primitive cultures. Not a bad thing. Finally, there are very few communities these days to which I would entrust the minds and hearts of young people. But I still have enough faith left in our community of music and dance, love and peace, to say that they'll be much better people being raised by the best of us - and experiencing the rites of passage in our world. It sounds plausible enough, however, given their interest (read 'role') in EU matters, that they'd meet in Gothenburg, just before the Summit. They have a tendency to do this with G7/8 as well. A larger than usual delegation the last two years also tends to support this.
